Recommendations include increasing investment in both modes, creating a new federal freight program and reforming the environmental review and approval process for transportation projects. Supported efforts to pass emergency extensions of current surface transportation law.
Appeared on U.S. DOT Listening Session Panel on Reauthorization. Supported call by President Obama to pass a multi-year surface transportation bill as soon as possible. Testified before House Committees on Small Business and Transportation and Infrastructure advocating need for reauthorization.

Testified before U.S. Environmental Protection Agency that it should not grant the State of California a federal waiver allowing a proposal to require the mandatory retrofitting of off-road diesel construction equipment. ARTBA warned that doing so could disrupt the delivery of transportation improvement projects that have a variety of public health benefits and warned that if the rule is implemented, other states could adopt, nationalizing the concern.

Supported increased investment in surface transportation, particularly H.R. 5850, the FY 2011 transportation appropriations bill which would provide $45.2 billion for federal highway investment, $11.3 billion for public transportation, $3.5 billion for airport construction and $1.4 billion for high-speed and intercity passenger rail. Supported amendment to H.R. 5850 requiring separate congressional authorization of the Obama Administration's livability initiative before it could utilize highway funds.

Submitted comments to the National Commission on Fiscal Responsibility and Deficit Reduction urging the members to recommend that Congress continue financing federal transportation investment through fiscally responsible and budget-neutral user taxes and levies,as it has for more than five decades. Also noted a wide variety of options to supplement the federal motor fuels tax have been proposed, including freight services charges, taxes on oil, financial products transaction taxes, bond financing mechanisms and more.

Opposed provision of larger legislation signed into law August 10 that included a $2.2 billion rescission of unobligated highway contract authority to help offset unrelated Medicaid and teacher funding. The provision injects further complications for states already facing major budget challenges and an industry with severe unemployment levels. This provision however does not represent a cut in federal highway funding.

Testified to the U.S. Environmental Protection Agency (EPA) on regulatory efforts to possibly tighten the standards for particulate matter (PM) or soot. Noted many counties are in the midst of implementing plans to comply with current PM standards and that "moving the goalposts in the middle of the game" would cause many counties to fall into non-attainment status, thereby risking federal highway funds. Also strongly objected to the use of "hot-spot" project level conformity analysis.
