USCA opposed USDA's proposed plan to implement a rule to allow additional imports of meat from Brazil, despite Brazil's problem with foot-and-mouth disease (FMD)
USCA supported the removal of Brucella Abortus from the Toxic Substances and Disease Control and Prevention Select Agent List
USCA opposed S.727/H.R.503. The improperly titled "Prevention of Equine Cruelty Act" seeks to criminalize the ownership or transport of horses with the intent to send them to slaughter.
USCA supported S.1062 - the Beef Checkoff Modernization Act amends the Beef Research and Information Act to allow the promotion of beef that is born and raised exclusively in the United States, allow the establishment of an importers qualified beef council to promote nondomestic beef, and to establish new referendum requirements.
USCA supported strengthening antitrust laws and ensuring fair market competition. Congress needs to increase market transparency by addressing captive supply contracts, mandatory price reporting, and packer ownership of cattle.
USCA supported S.1086- the Livestock Marketing Fairness Act amends Packers and Stockyards Act, 1921, to prohibit the use of certain anti-competitive forward contracts.
USCA worked on USDA's newly proposed nimal disease traceability program. USCA supported existing updating existing animal identification systems. USCA's opposed a national, privatized, mandatory animal identification system.
USCA provided information to the U.S. Department of Agriculture and Congress regarding a Beef Checkoff contractor
USCA opposed S.3263/H.R. 5105. This bill establishes a Chief Veterinary Officer (CVO) in the Department of Homeland Security. USCA opposed this bill because it creates a duplicative position of CVO. This is completely unwarranted and would lead to confusion within the U.S. Agriculture industry, among our trading partners and the international animal health community.
USCA provided information to the U.S. Department of Agriculture regarding competition in the beef/cattle marketplace and strengthening antitrust laws.
USCA supported the U.S. Department of Agriculture's proposed rule to increase fairness of livestock marketing.
USCA worked with the House, Senate, and USDA to reauthorize the price reporting law.

USCA opposed S.787 -the Clean Water Restoration Act- this will likely result of a change in statute for producers and create a considerably greater exposure to regulatory pressure with little corresponding resource or social benefit.
USCA supported S.J.Res.26 and H.J.76 - A joint resolution disapproving a rule submitted by the Environmental Protection Agency relating to their endangerment finding and the cause or contribute findings for greenhouse gases under section 202(a) of the Clean Air Act.

USCA opposed S.1579/H.R.1018- an amendment to the Wild Free-Roaming Horses and Burros Act. This amendment will lead to the expansion of the wild horse and burro populations at the expense of our natural resources and the ecological balance on both public and private lands, plus it will increase wasteful spending on tracking and monitoring programs that are not needed.

USCA supported S.3122/H.R.4717, the Open EAJA Act of 2010. This bill directs the Attorney General to issue an annual online report to Congress and the public on the amount of attorney fees and other expenses awarded during the preceding fiscal year pursuant to the law commonly known as the Equal Access to Justice Act (EAJA).
USCA opposed presidential use of the American Antiquities Act of 1906 that deviates from the original intent of the Act, which was to protect historic landmarks, historic and prehistoric structures, and other objects of historic or scientific interest in an area confined to the smallest area compatible with proper care and management of the object to be protected.
USCA supported H.R.2493 the Judgment Evading Foreign States Accountability Act of 2009. This bill states the policy of the United States regarding: (1) advocacy within the governing bodies of international organizations and other foreign policy settings for the full compensation and fair treatment of persons in whose favor judgments have been awarded by U.S. courts; (2) protection of economic interests of persons and nations that benefit from a reliable flow of foreign capital by restricting the access to U.S. capital markets of judgment evading foreign states (foreign states that fail to fully satisfy a final judgment exceeding a certain amount for more than two years) and their state-owned corporations, warning of the dangers of dealing financially with such states and state-owned corporations, and congressional scrutiny of requests for aid made by such states; and (3) protection of the authority of the U.S. courts by preventing such states from willfully flouting the judgments of those courts.
This bill is critical to avoid indirect agriculture subsidies that occur due to loan defaults.

USCA supported a permanent estate tax reform establishing the unified credit at $5,000,000, reducing the maximum estate tax rate to 35%, and increasing the valuation discount available under IRS code section 2032A (special use valuation) to $2,000,000. Also, USCA opposed preferential estate tax treatment for farms with environmental easements unless those easements were donated.
