Continuing discussions regarding changes that are important to the TCU land grant institutions that were not included in the 2014 FARM bill. Changes include eligibility for TCU L-G institutions (1994s) to participate in the Children, Youth, and Families at Risk (CYFAR); Federally Recognized Tribes Extension Program (FRTEP); and McIntire-Stennis funding eligibility. These proposed legislative changes were included in S. 2804 and S. 3042. Changes were proposed for the New Beginning Initiative within the Farm Bill but have not yet been incorporated. Additionally, seeking new opportunities to achieve some level of equity in land grant funding for TCU L-G institutions.

Continuing discussions regarding FY2019 TCU programs and technical assistance needs/requests. Relevant appropriation bills include: Agriculture (Land-Grant programs); Interior/BIE (operating grants and technical assistance needs); Labbor-HHS (HEA TCU-Title III program), revive TCU-Head Start partnership program, increased funding for Pell Grants, tribal postsecondary career and technical institutions program (Perkins Act); Commerce, Justice, Science - NSF-TCU Programs; and Energy and Water Development - increase funding for the TCU initiative in National Nuclear Science Administration (NNSA) Minority Serving Institutions Partnership Program (MSIPP) designed to expand and diversity the STEM workforce in important technology growth areas.

Continuing discussions to secure changes in the next reauthorization of the Higher Education Act which includes the Tribally Controlled Colleges and Universities Assistance Act. We are working with Senate sponsors to introduce legislation to reauthorized HEA Title III (Part A and Part F, Sec 316). Participated in ongoing discussions with Senate staff in the development of S. 3467 to permanently authorize HEA Title III Part F. Authorization levels were proposed for the Tribally Controlled Postsecondary Career and Technical Institutions (Sec. 117) within the CTE Perkins Senate Legislation.

Continuing discussions to expand understanding and recognition of tribal sovereignty and the federal trust responsibility to federally recognized tribes and the tribal colleges (TCUs) they charter. Maintain existing and foster new federal programs to increase the capacity of TCUS to better serve their students and tribal communities. Renew conversations regarding TCUs vital role in educating/training the AI/AN workforce and enhancing job creation in Indian Country. Ensure TCU eligibility and participation in federally funded programs that are open to other institutions of higher education; and Native language/culture preservation and revitalization programs. Ongoing discussion regarding infrastructure needs for TCUs including facilities construction, renovation, and broadband needs.
