Support FHFA and the GSEs take steps to ensure that all tenants living in properties with GSE-backed multifamily mortgages are made aware of the protections available to them
Oppose the CFPBs supplemental proposed rule on debt collection. The Bureau proposes to permit collectors to collect time-barred debt if collectors disclose to consumers during the initial contact and on any required validation notice that the debt is time-barred. The supplemental proposed rule provides model language and forms that debt collectors may use to comply with the proposed time-barred debt disclosure requirements. We have deep concerns about the proposed disclosures as well as the research the CFPB relied upon to formulate the disclosures.
Support the OCC adopting a precautionary approach to digital banking activities, refraining from assuming these activities are similar to those already permitted via regulations, or that they should be permitted at all, as advocated in our comment to the Advance Notice of Proposed Rulemaking - National Bank and Federal Savings Association Digital Activities [Docket ID OCC-2019-0028; RIN 1557-AE74; 85 FR. 40827].
Oppose the CFPB's proposed time-barred debt disclosures, which will only serve as cover for abusive practices.
Support additional information be made public from Fannie, Freddie and FHFA about the real world impacts of the agencys re-proposed capital rule on a number of issues: mortgage rates/pricing; the Enterprises cross-subsidization strategy; their mission business; and, how it might intersect with the CFPBs proposal to replace the so-called GSE patch and specifically the QM rules safe harbor provisions.
Support the Bureaus proposed LIBOR changes, but much more is required. Both industry and consumers would benefit from a clear deadline for ending use of the LIBOR and for more guidance on the meaning of critical terminology. The rule also needs stronger safeguards for new indices and margin replacements. The disclosure changes are appropriate, but should be expanded to closed-end credit and to cover future index changes.
Support S. 4801 to provide that all persons shall be entitled to the full and equal enjoyment of the goods, services, facilities, privileges, and accommodations of financial institutions.
Oppose S. 4159 (Thune), which would gut the E-Sign Act, which requires that when lenders, banks and others want to e are able to access the information in the manner sent and keep a copy an send legally required information like disclosures electronically, they must ensure that people are able to access the information in the manner sent and keep a copy
Oppose the OCCs proposed rule that blesses the rent-a-bank scheme. Predatory lenders use the rent-a-bank scheme to EVADE state interest rate limits and issue loans of 100% APR and more.
Support a 60-day extension of the comment period for the recently announced proposed rule on the seasoned QM loan definition.
Oppose treating the GSEs the GSEs as banks and therefore requires bank-like capital. This leads to gratuitously high capital levels that run directly contrary to the GSEs charter mission to promote access to mortgage credit to underserved borrowers, to serve a countercyclical role in the mortgage market, and to reasonably support the safety and soundness of the GSEs and the system as a whole.
Support meaningful fair lending and consider and verify provisions in any modified Qualified Mortgage rule
Support the CFPB ensuring borrower protections for four key issues: fair lending, pricing caps, short-reset adjustable rate mortgages, and consider and verify.
Support that the CDFI Fund (1) limit Small Dollar Loan Program grants to programs priced at the lower of an 18% APR (with limits on fees outside of the APR to prevent evasions) or applicable state interest rate limits, and (2) limit eligibility to lenders whose entire portfolios are priced at the lower of a fee-inclusive 36% APR or applicable state interest rate limits. We also urge the Fund to limit high-risk features and aggressive debt collection practices.
Oppose the CFPBs proposed rule allowing loans to season into qualified mortgage (QM) status.
Support S. 4614, legislation to provide that the United States Postal Service may provide certain basic financial services.

Support Student Debt Cancellation, Not just Suspensions in any COVID-19 legislation
Support the Inclusion of Immigrants and their U.S. Citizen Family Members in Stimulus Relief; COVID-19 Testing and Care for ALL, Regardless of Immigration Status; and the Protection for Individuals with Deferred Action for Childhood Arrivals (DACA) and Temporary Protected Status (TPS)Support HR 7327, the Child Care for Economic Recovery Act- Child Care is Essential-which would provide $50 billion in relief funding for child care.
Support $50 billion for child care in the next COVID-19 package. Oppose the the HEALS Acts $15 billion investment which would keep the system afloat for less than two months and falls far short of the at least $50 billion that is needed to stabilize the system
Support substantial funding specifically for K-12 education and higher education, in an upcoming legislative package designed to address the continuing challenges and aftermath presented by COVID-19
Support legislation to provide funding for state and local responses to include LEP populations, as well as ensure that federal agencies take steps to ensure equal access to COVID-19 programs. This bill expands upon the already introduced COVID-19 Language Access Act (H.R.6623).

However, we cannot understand the scope or cause of much of the racial disparities in the Social Security system, including in rates of denials, allowances, or other outcomes, until we have a more accurate and comprehensive snapshot of the racial and ethnic makeup of claimants and beneficiaries.
Support an investigation into the Trump administrations efforts to politicize intelligence activity with respect to the threat white supremacists pose to national security and the direct link to the undermining of civil and human rights.
Support Californias Proposition 16, which would repeal the ban on affirmative action in public higher education, government contracting, and public employment.
Express our strong concerns about Facebooks repeated failure to meaningfully address the vast proliferation of hate on its platforms.

Support the Consumer Financial Protection Bureaus (CFPB) September 2019 decision to maintain public access to the Bureaus Consumer Complaint database and to continue to publish the complaint details, the narrative portion of consumers complaints. However, we are compelled to urge you to address our concerns about the CFPBs decision to bury the most essential element of the complaint data-the narratives.
Oppose the CFPB's proposed time-barred debt disclosures, which will only serve as cover for abusive practices.
Support the Bureaus proposed LIBOR changes, but much more is required. Both industry and consumers would benefit from a clear deadline for ending use of the LIBOR and for more guidance on the meaning of critical terminology. Support the Payment Choice Act (H.R. 2650, S. 4145) which would mandate that all retail businesses accept cash as a valid form of payment. It would also ban a business from charging a higher price for a cash payment than for other forms of payment. It would apply only to physical brick-and-mortar stores and not to sales by internet, telephone or by mail order.

Support S.4193, the 1619 Act, which authorizes $10 million dollars over 5 years to support African American History education programs through workshops and professional development activities for public school educators; expands the National Museum of African American History and Culture professional development programs, through activities such as local, regional, and national workshops, teacher trainings with African American history education partners, and engagement with local educational agencies and schools; requires the museum to maintain a website where public school educators can find curriculum materials and best practices on African American history; authorizes the United States African American History and Culture Council to help develop the competitive criteria for grants, select the content for the website, and lead fundraising efforts for the program; encourages State education agencies to work with schools and take advantage of the program; and prioritizes grants to schools with no current African American history education programs

Oppose the U.S. Department of Educations (Department) interim final rule (the Rule), CARES Act Programs; Equitable Services to Students and Teachers in Non-Public Schools (Docket ID ED-2020-OESE-0091), published in the Federal Register on July 1, 2020. The Rule compels public school districts to illegally divert essential CARES Act funds for public schools for the benefit of private schools, or face unlawful limitations on the way that those funds can be spent in public schools. Both options provided to districts are in direct contravention of the CARES Act. The Rule subverts the will of Congress and harms American children in public schools.
Support H.R. 2574, the Equity and Inclusion Enforcement Act which would restore the right to individual civil actions in cases involving disparate impact in public education, thus empowering parents and communities to address - through robust enforcement - racial inequities.
Support HR 2639, the Strength in Diversity Act which uses federal resources to promote and support school districts in developing, implementing, or expanding voluntary diversity initiatives they already have in place.

Support HR 4, support that we honor the life and legacy of the late Representative John Lewis by passing federal legislation to safeguard the fundamental right to vote. H.R. 4 would restore, repair, and strengthen the Voting Rights Act of 1965.
Support extending the statutory reporting deadlines for the 2020 Census by four months.
Support language in the next Senate COVID relief package that would extend the statutory reporting deadlines for the 2020 Census by four months. This language is necessary to ensure the Census Bureau is not forced to rush remaining enumeration operations and critical data review, processing, and tabulation activities.
