Continue to support passage of H.R.2, Agriculture Improvement Act of 2018 and S. 3042, the Agriculture Improvement Act of 2018. We are continuing to support passage of a final conferenced farm bill that will protected federal crop insurance, provided meaningful adjustments to commodity title programs including changes to ARC-CO and PLC, and improve conservation programs such as adjusting the payment rate on the CRP and not including much of the Senate bills conservation program changes. We also continue to support inclusion of language added to the House farm bill which would provide grant money to help establish agriculturally focused group health insurance plans and support funding for research, trade promotion, and rural development programs.
Continued working with USDA NRCS to alter regulations as it relates to Highly Erodible Lands (HEL) regulations. We support the immediate suspension of the new regulations, part of a 2016 OIG report, to alter their already approved conservation plans. We also support any changes made to the HEL policy be done through the federal rule-making process which includes an open comment period.
