All issues related to federal public transportation and highway programs, high-speed and intercity passenger rail programs, related authorization and appropriations laws, annual budget resolutions and legislation concerning the Highway Trust Fund, Economic Recovery Legislation (ARRA and the American Jobs Act) and other transportation-related tax and revenue issues.
Other issues include legislation related to the operations and financing of commuter rail, intercity passenger rail, high speed rail and labor, American Recovery and Reinvestment Act, the Surface Transportation Authorization Act, legislative proposals to extend or reauthorize SAFETEA-LU (The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users Public Law 109-59), including surface transportation authorization proposals under development by the House Transportation and Infrastructure Committee, and the Senate Environment and Public Works and the Banking Housing, and Urban Affairs Committees. Also, legislation related to transit safety, including proposals similar to the Public Transportation Safety Act of 2010 and the Public Transportation Preservation Act of 2010, legislation related to the Buy America laws for the manufacturer of transit vehicles, and legislative proposals to amend the cap on liability for passenger rail incidents, legislation to extend the alternative fuel volumetric tax credit for transit vehicles, and legislation to maintain the commuter tax benefit.
S. 1813 and H.R. 7, Moving Ahead for Progress in the 21st Century (MAP-21), respective multi-year authorization bills for the Senate and House of Representatives, replacing SAFETEA-LU (The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users) regarding authorizing of appropriations for public transportation projects, including commuter, high speed rail, intercity passenger rail, bus and bus facilities accounts, as well as Positive Train Control deadlines, Buy America provisions, and commuter tax benefits.
H.R. 4348, Surface Transportation Authorization Bill
Initially a 90-day extension of highway and transit programs named the Surface Transportation Extension Act of 2012, Part II)(ultimately, a 27 month extension of surface transportation law named MAP-21) and Divisions A through E of the accompanying conference report (H.Rpt. 112-557).
H.R. 3533/S. 2028, the Invest in American Jobs Act, including provisions expanding the application of Buy America laws in transit and rail infrastructure.
H.R. 3864, the Committee on Ways and Means title to H.R.7, related to proposed structural and funding changes to the Highway Trust Fund and the Mass Transit Account from SAFETEA-LU to HR.7.
H.R. 4281, a ninety-day extension of SAFETEA-LU (The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users).
H.R. 3200, Local Flexibility for Transit Assistance Act, addressing operating assistance for transit agencies, and H.R. 3545, the Transit System Flexibility Protection Act of 2011, addressing the operating needs of small bus system operators. Also, proposals to increase insurance requirements and require licensing of commuter rail operations by the Surface Transportation Board.
