Universal Service Reform: WTA lobbied on the FCC's March 2016 USF Reform Order, specifically aspects of the ACAM model and the modified Rate-of-Return path.
WTA lobbied policymakers in support of the Alaska USF Plan and the National Tribal Telecommunications Association's (NTTA) tribal broadband factor.
WTA staff lobbied on USF contributions reform.
The association also lobbied on Lifeline program issues: H.R. 4884, the CURB Lifeline Act, H.R. 5525, the End Taxpayer Funded Cell Phones Act. Also lobbied on provision in FCC's Lifeline Reform Order that requires telcos to provide standalone broadband service to Lifeline customers if they ask for such service.
Rural Call Completion: WTA lobbied in support of S. 827 and H.R. 2566, Improving Rural Call Quality & Reliability Act of 2015. The legislation addresses the issue of calls not being completed to rural areas and calls on the FCC to set standards for Least Cost Routers.
WTA also supported S. 2283/H.R. 4596, The Small Business Broadband Deployment Act of 2015, which exempts for 5 years any small business broadband Internet provider with no more than 250,000 subscribers from the Open Internet Order's enhanced transparency measures.
FCC Reauthorization Legislation, S. 2644 would reauthorize the FCC.

Retransmission Consent Issues: WTA staff met with FCC and Congressional staff to discuss WTA's views on what's needed to encourage more video distribution in rural areas and what are some of the current problems facing rural video providers (e.g., large increases in retransmission consent fees, limited access to affordable video content, small MVPDs inability to receive adequate broadcast signals and problems with the current designation of designated marketing areas (DMAs)).

WTA lobbied policymakers in support the National Tribal Telecommunications Association's (NTTA) tribal broadband factor, which seeks to provide additional USF support to Tribally-owned telecommunications companies and other telecommunications companies providing telecommunications and broadband Internet access service on Tribal lands. The association also lobbied in support of the proposal submitted by the Alaska Telecom companies that would decide how carriers in that state receive USF reimbursement for providing telecom and broadband services throughout Alaska.
