H.R. 3144. Columbia River Power Systems Operations. Urged lawmakers to oppose H.R. 3144 because it keeps in place policies that have drastically reduced the number of steelhead and salmon in the Columbia River basin. This bill overrules a judicial ruling urging authorities to better align with the ESA.
H.R. 3354. Interior Appropriations Bill. Pressed lawmakers to ensure that the Department of the Interior and the EPA retain adequate amounts of funding for conservation and programming. Highlighted the agencies' roles in promoting renewable energy, conserving valuable wildlife habitats such as the Chesapeake Bay and the Everglades, and enforcing laws such as the Endangered Species Act. Included a chart with recent funding levels.
H.R. 2862. Wildfire Disaster Funding Act. Encouraged Members of Congress to take proactive steps to manage wildfires before they happen. Specifically, we encouraged members to cosponsor the Wildfire Disaster Funding Act while sharing NWF's October report on Megafires. Needed reforms include speeding forest restoration, cutting carbon pollution, and fixing the Forest Service's budget.
H.R. 2936. Resilient Forests Act of 2017. Expressed NWF's opposition to H.R. 2936, the Resilient Forests Act of 2017, citing the lack of focus on forest and wildlife health within the bill. Also expressed NWF's views on the amendments proposed to the bill, including amendments on NEPA, drone use for forest management, and the establishment of a "wildland firefighter occupational series", among other amendments.
Nomination of R.D. James. Provided background on R.D. James, nominee for Assistant Secretary of the Army Corps for Civil Works, as well as questions for Senators to ask the nominee regarding his record.
H.R. 1157. To clarify the United States interest in certain submerged lands in the area of the Monomoy National Wildlife Refuge, and for other purposes. Urged lawmakers to oppose H.R. 1157, which would give 4,000 acres of wildlife refuge to the Commonwealth of Massachusetts and the Town of Chatham. NWF has long supported federal control of federal lands, believing that wildlife area protection policies should be uniform and that local control can lead to less stringent oversight.
H.R. 4465. Endangered Fish Recovery Programs Extension Act of 2017. Encouraged lawmakers to support H.R. 4465, which would extend existing funding for fish recovery programs in the Upper Colorado and San Juan Rivers through fiscal year 2023 rather than its current end date of 2019. Fish species protected under this funding include the Colorado pikeminnow, humpback chub, razorback sucker, and bonytail.

H.Con.Res.71. House FY 2018 Budget. Urged lawmakers to oppose any budget resolution that underfunds conservation programs, environmental regulatory agencies, or allows for drilling in the Arctic National Wildlife Refuge (ANWR). Also generally advocated for protection of all natural spaces in the U.S., as well as urging members to reject anti-environmental riders and the immediate construction of the Yazoo Pumps project.
S.Con.Res.25. Senate FY 2018 Budget. Urged lawmakers to oppose any budget resolution that underfunds conservation programs, environmental regulatory agencies, or allows for drilling in the Arctic National Wildlife Refuge (ANWR). Also generally advocated for protection of all natural spaces in the U.S. Specifically spoke out against Senator Lee's amendment, #1429 which would undermine the ESA, and indicated support for Amendment #1301 by Senators Cantwell, Markey, and Bennet which would have struck language opening ANWR to drilling. Also urged members to reject anti-environmental riders and the immediate construction of the Yazoo Pumps project.

H.R. 2874. 21st Century Flood Reform Act. Urged lawmakers to support the 21st Century Flood Reform Act, which would place higher limits on policies to upgrade resiliency after a storm and put in place reforms that target assistance toward low-income residents of flooded areas. This bill also approaches more common-sense policy on insurance for second homes and risk-based realities.

Opportunities for the Nation and State to Harness Onshore Resources Act (ONSHORE Act). Urged lawmakers to oppose the ONSHORE Act, which would have transferred authority for oil and gas operations permitting to the states from the federal government. With current federal policies, there is a uniform application of regulations nationwide, whereas if states were to take on regulatory duties, there would likely be a patchwork of rules with varying levels of enforcement.

S. 1129Coast Guard Authorization Act of 2017. Urged Senators to remove a provision from S. 1129 that allows ships to discharge ballast water into the Great Lakes. Ballast water is the source of many harmful invasive species, most notably zebra mussels, which have wreaked havoc on freshwater habitats and water infrastructure in the Great Lakes states. These invasive species have proven to be economic nightmares, as the cleanup is expensive, and their presence can decrease the quality of beaches and other water-based recreation areas.
H.R. 3916. Federally Integrated Species Health (FISH) Act. Expressed concern with language in this bill that would transfer fish species management from the National Marine Fisheries Service to the Fish and Wildlife Service, which has less expertise on the specific fish species covered by this bill.

H.R. 3043. Hydropower Policy Modernization Act of 2017. Urged Representatives to oppose H.R. 3043 on the grounds that it weakens the review process for hydroelectric facilities that are approaching the mandated 50-year review mark. Not only do hydropower projects significantly alter wildlife habitats, but when they are not up to code, they pose a safety risk to humans that live nearby. Lastly, this bill decreased the importance of required considerations such as endangered species and cultural sites.
H.R. 4239. SECURE American Energy Act. Urged members of the House Natrual Resources Committee to oppose H.R. 4239, which would undermine the Antiquities Act, NEPA, the Arctic, and marine mammals. Acknowledged provisions within the bill that NWF supports, such as the Gulf of Mexico Energy Security Act, but reinforced that the cons outweigh the pros in this bill.

Nomination of Michael Dourson and William Wehrum. Contacted the Senate Environment and Public Works Committee to express NWF's opposition to two nominees to lead key offices within the EPA. Specifically, NWF was opposed to Michael Dourson to lead the Office of Chemical Safety and Pollution Prevention, and William Wehrum to lead the Office of Air and Radiation. Both nominees had histories trying to escape the EPA's intended purposes and promoting policies that would put humans and wildlife at greater risk of exposure to dangerous materials.

Urged Members of Congress to reject any and all recommendations that would shrink the boundaries of National Monuments or allow more mining, drilling, or commercial fishing beyond what is currently allowed under the law. Also shared NWF's 30-second video created in partnership with Davis Filfred of the Navajo Nation urging President Trump to keep monuments intact.
H.R. 3905. Minnesota's Economic Rights in the Superior National Forest Act. During both committee markup and floor debate, NWF urged members of the House to reject H.R. 3905, which would renew mineral leases to Twin Metals Minnesota for the purpose of mining copper sulfide at the edge of the Boundary Waters watershed. Reinforced that the Boundary Waters Canoe Area Wilderness is the largest wilderness area east of the Rockies and north of the Everglades and highlighted the negative economic impact that such a mine could have for northern Minnesota, a tourism-dependent area.
H.R. 1349. Amending Wilderness Act for use of bicycles, wheelchairs, strollers, and game carts.
Expressed opposition to this bill, which would allow wheeled devices, most notably mountain bikes, on trails in wilderness areas. Not only would this erode the trails used by people on foot, but it would also disrupt pristine wild areas and affect the livelihood of the wildlife that lives in these areas.

H.R. 4460. Disaster Recovery Reform Act. Highlighted a provision in H.R. 4460 that could potentially increase flooding in the future. Specifically, this provision would allow FEMA Hazard Mitigation Grants Program (HMGP) funds to be spent on Army Corps projects such as navigation, which often exacerbate flooding and negatively impact the natural ecosystems that absorb and reduce floodwaters.
H.R. 4667. Disaster Supplemental for Hurrcanes, Wildfires, and Other Purposes. Expressed NWF's opposition to a provision in H.R. 4667 that would absolve FEMA of its obligations to adhere to the Endangered Species Act when implementing its flood programs. This is important because proper flood mitigation efforts can both reduce the risk of flooding and improve the quality of wildlife habitat.

H.R. 1. Tax Cuts and Jobs Act. Expressed NWF's strong opposition to H.R. 1, the Tax Cuts and Jobs Act. Expressed opposition to the provisions that subsidize fossil fuel development and the phasing out of credits for wind and solar production (though these were later restored). Also expressed strong opposition to reconciliation language that would open the Arctic National Wildlife Refuge (ANWR) to oil drilling. Multiple contacts were made regarding this bill.
