H.R. 763 - The Energy Innovation and Carbon Dividend Act. Lobbied in support of this legislation. This legislation would establish a gradually increasing fee on the CO2-e content of fossil fuels and fluorinated gases, returning 100% of the revenue back to households as a monthly dividend. It would also establish a border adjustment to minimize leakage of carbon emissions to other countries, and pauses some existing EPA authority to regulate greenhouse gas emissions from fossil fuels, pending expected performance of the fee.
H.R. 1716 and S. 778 - Coastal Communities Ocean Acidification Act of 2019. In support. This bill amends the Federal Ocean Acidification Research and Monitoring Act of 2009. It would require an update to a report at least once every 7 years that assesses the socio-economic impacts of ocean acidification on coastal communities. Also requires the Secretary of Commerce and NOAA to submit a report to Congress 180 days after the bill passes detailing the efforts of NOAA to support state and local community vulnerability assessments and strategic research planning.
H.R. 2156 and S. 1232 - Revitalizing the Economy of Coal Communities by Leveraging Local Activities and Investing More (RECLAIM) Act of 2019. In support. This bill amends the Surface Mining Control and Reclamation Act of 1977 to make specified funds from the Abandoned Mine Land fund available to the Department of the Interior for distribution to states and Indian tribes to promote economic revitalization, diversification, and development in economically distressed communities through the reclamation and restoration of land and water resources adversely affected by coal mining carried out before August 3, 1977. Projects shall be located in a community affected by a recent decline in mining.

H.R.1984 - Disclosing Aid Spent to Ensure Relief (DISASTER) Act. In support of this legislation. This bill requires the Office of Management and Budget to submit an annual report to Congress on the amount of disaster-related spending by the federal government. The report must include all federal obligations related to disaster response, recovery, mitigation efforts, and administrative costs associated with these activities for specified agencies and programs.

H.R. 2500, the National Defense Authorization Act.
SUPPORT Escobar #327 (EB4): This amendment would requires the DOD to include its climate-
related mitigation and recovery costs as part of its annual budget process. Climate impacts are occurring
now across the United States and the DOD should include these costs in their planning.
SUPPORT Johnson #318 (EB8): This amendment would require the climate vulnerability and risk
assessment tool to be updated by the Secretary of Defense with coordination and consultation with
relevant agencies. Climate change is a known threat multiplier and accurate and current data should be
used when assessing its effects.
SUPPORT Blumenauer #427(EB2): This amendment would improve flood risk assessments for
military construction projects by including current and future mean sea level changes. Flooding will
continue to cause damage and mitigating risk and in order to be more resilient is important for the DOD.
SUPPORT Crist #487(EB4): This amendment takes into account sea level rise projections and
future flood risk when creating guidelines for energy and climate resiliency at military facilities. Sea level
rise is occurring now, and the military should mitigate risk through using the latest data.

H.R. 1166 and S. 383 - Utilizing Significant Emissions with Innovative TEchnologies (USE IT) Act - In support. This bill supports the development and demonstration of vital carbon capture and removal technologies. The bill authorizes $35 million in competitive prize funding for direct air capture technologies and allocates $50 million toward research and development of technologies that transform captured carbon dioxide into commercial products.
