Medicare: Urge NJ Delegation to oppose, re-visit, and study the proposed 2.9 coding offset reduction included in the proposed FY2011 Inpatient Prospective Payment System; Oppose the significant payment cuts proposed by CMS in the 2011 Physician Fee Schedule for outpatient physical therapy, occupational therapy and speech-language pathology services also known as Multiple Procedure Payment Reduction for Therapy Services; Continue to urge CMS to make permanent its policy for computing and applying
applying imputed rural wage index floor for each all-urban state, as reflected in 42 C.F.R. 412.64(h)(4); Support efforts to ask that CMS get moving on the Urban Medicare Dependent Hospital study included in the healthcare reform law by the end of 2010.
DSH: Continue to seek relief for NJ's DSH providers for years between 2004 and 2006 for an accounting disparity that would unfairly hold NJ hospitals financially responsible and threaten the financial viability of many of the states safety-net hospitals.
Extenders Package: Urge passage of provisions included in extenders bill that includes 340B inpatient expansion to certain uninsured populations, 340B coverage of orphan drugs for children's hospitals, Repeal of delay of RUG-IV, and extension of Section 508 reclassifications.
Medicaid: Support and urge for extension of Medicaid's temporary enhanced Federal Medical Assistance Percentage (FMAP) for states
HIT: Support and urge passage of the Electronic Health Record Incentives for Multi-Campus Hospitals Act of 2010, legislation that would ensure that multi-campus hospitals that adopt and use health IT systems that meet appropriate standards receive incentive payments that take into account their higher costs of implementation.

The healthcare reform law established minimum medical loss ratios for the large group market at 85 percent and small group/individual market at 80 percent, however, further definition of what could be included in that equation was necessary. As a result, the Department of Health and Human Services tasked NAIC with drafting standards. NJHA supported a Congressional letter to NAIC to exclude "all utilization review activity" from the medical loss ratio's healthcare quality improvement category.
