H.R.6644 - Housing for the 21st Century Act - a bipartisan bill passed by the House Financial Services Committee in December 2025, aiming to boost housing supply by modernizing federal programs, easing regulations, and increasing flexibility, particularly for the HOME Investment Partnerships (HOME) program, FHA loans, and rural housing, while also potentially raising the cap on bank investments in affordable housing. It seeks to streamline environmental reviews (NEPA), update loan limits, and provide states and localities more freedom in using funds for infrastructure and affordable housing for various income levels. S.1814/ H.R.1087 - Delivering Essential Protection, Opportunity, and Security for Tenants Act or DEPOSIT Act - This bill expands the Housing Choice Voucher Program and the HOME Investment Partnerships (HOME) Program within the U.S. Department of Housing and Urban Development (HUD). The legislation would make more federal resources available to state, local, and Tribal housing authorities to establish revolving funds to provide security deposit assistance to low- and very low-income renters. Additionally, it would require HUD to conduct a new study on alternatives to security deposits. Introduced by Sen. Martin Heinrich (D-NM) and Rep. Lateefah Simon (D-CA).
S.2390/H.R.4660- Unlocking Housing Supply Through Streamlined and Modernized Reviews Act would modernize the National Environmental Policy Act (NEPA) review process for housing projects/services funded by HUD. S.2391/ H.R.4810 - BUILD Housing Act - to modernize the NEPA review process by increasing capacity sharing between HUD and states and localities, including by: Bringing HUD standards in line with other agencies by giving it authority to delegate and coordinate with some housing reviews for HUD grant programs to states and localities. Giving HUD more flexibility in the review process by allowing the agency to designate housing assistance as special project funds. Introduced by Sens. This bill reduces taxes, reduces or increases spending for various federal programs, increases the statutory debt limit, and otherwise addresses agencies and programs throughout the federal government. The bill provides a permanent 12 percent increase to the 9 Percent Housing Credit and permanently lowers the 50 percent test for bond-financed 4 Percent Credit properties. HR9062/S470 Respect State Housing Laws Act. This bill eliminates a provision that requires a 30-day notice period before a landlord may begin eviction proceedings against a tenant in federally assisted or federally backed housing.
Identifying Regulatory Barriers to Housing Supply Act: Similar to H.R. 3507 in the 118th Congress, this discussion draft would require communities that receive CDBG program funds to submit to HUD information regarding their implementation of certain land-use policies, such as policies for expanding high-density single-family and multifamily zoning.
Housing Supply and Innovation Framework Act: Similar to H.R. 10351 in the 118th Congress, this discussion draft would require HUD to publish best practices guidelines to assist communities in maintaining modern local and state zoning frameworks that support production of adequate housing options at every income level.
HR1981/S890 Choice in Affordable Housing Act of 2025. This bill would make it easier to access Housing Choice Vouchers (HCV) and attract and retain landlords to participate in the program.
