Discussed federal proposals to address surprise billing and the potential impact on Texas hospitals: The Lower Health Care Costs Act of 2019 (S.1895); the No Surprises Act (H.R. 3630), the Protecting People From Surprise Medical Bills Act (H.R. 3502), and proposals considered by the Ways and Means Committee and being discussed by the White House. Oppose provisions that call for benchmark price setting/rate setting and support inclusion of an alternative dispute resolution process for providers.
Coronavirus Aid, Relief, and Economic Security Act or the CARES Act (HR 748). Request for funding support and regulatory relief for hospitals responding to the COVID-19 pandemic. Request for delay/repeal of Medicaid Disproportionate Share Hospital program payment cuts set to take effect October 1, 2019, suspension of Medicare sequester cuts, and withdrawal of the pending Medicare Fiscal Accountability Regulation. Request for policy changes to provide health insurance coverage options for the currently uninsured. Request for an equitable distribution of COVID relief funds to hospitals; Request for eligibility of public hospitals to the paycheck protection program.
Request for Congressional legislation to: increase Medicaid's federal medical assistance percentage to support the state's COVID-19 response; provide additional funding to the Public Health and Social Services Emergency Fund; provide loan forgiveness for the Medicare accelerated payments; allow investor-owned hospitals to participate in Federal Emergency Management Agency funding programs without state contracts; lift the cap on graduate medical education slots; repeal the Institutions for Mental Disease exclusion until one year after pandemic; provide medical liability protections for hospitals and health care providers; and, increase outlier payments and extend the eligibility of the diagnosis-related group add-on to long-term care hospitals.
