Supported elimination of the crack v. powder cocaine sentencing disparities. Supported repeal of the provision in the HEA that delays or denies student aid for minor drug convictions. Support full funding for the Second Chance Act. Support lifting federal bans on needle (or syringe) exchange programs to fight the spread of HIV / AIDS.

Reform the mortgage servicers industry so that more loans are modified and fewer homes are foreclosed upon. Try to stop abusive credit card practices. Support significantly strengthening the Office of the Comptroller of the Currencys (OCC) proposed guidance on overdraft programs and deposit advance products in such a way that all customers receive the lowest cost credit for which they qualify, and national banks are encouraged to offer responsible overdraft and credit products.
Support a study of the regulation of interchange fees but oppose a delay in the implementation of the Durbin amendment to Dodd-Frank.
Support H.R. 2086 / S. 2149, the Medical Debt Responsibility Act, which requirees that credit agencies to remove FULLY paid or settled medical debt from credit reports within 45 days.
Support a strong settlement to the legal actions under discussion, and one that leaves open the path for further needed actions to hold lawbreakers accountable in the matter of the states Attorneys General and the Federal Government versus various financial institutions for breaking the law in terms of mortgages.
Supported the Consumer Financial Protection Bureau (CFPB) take strong steps to stop checking account abuses. Specifically, we asked that the CFPB:
Require information on important checking account terms to be disclosed in a one-page Consumer Choice Box;
Require complete disclosure of all overdraft options;
Require reasonable and proportional overdraft fees;
Require the posting of deposits and withdrawals in a neutral manner; and
Examine the prevalence of dispute resolution clauses in checking account agreements and the existence of fee shifting provisions that require the account holder to pay at least a portion of the banks costs when a dispute occurs.
Support a two-month extension of the comment period to allow the Federal Reserve Board to hold a formal hearing and public meetings in at least five cities about Capital Ones proposed acquisition of Bank Nevada, N.A.
Oppose H.R. 3035, the Mobile Informational Call Act of 2011,
Support the CFPB adopting a definition of the Qualified Mortgage that covers the vast majority of the marketplace, so that most mortgage borrowers have the benefit of the strongest protections.
Oppose any narrowing of the definitions of consumer or credit that are subject to Equal Credit Opportunity Act to match the narrower definitions in the Truth in Lending Act (TILA) or other statutes. (We also oppose narrowing the coverage of TILA or the Real Estate Settlement Procedures Act.)
Oppose expanding exemptions to the data reporting requirements of Regulation C under the Home Mortgage Disclosure Act (HMDA).
The CFPB should not weaken the rule that credit card issuers must consider the consumers independent ability to pay and cannot, as a general matter, rely solely on household income.

Support that the Consumer Financial Protection Bureau develop and promulgate adequate mortgage servicing rules that will cover the range of market participants, make the needed changes, last beyond individual time-limited programs, and be effectively enforceable (urge the CFPB to amend current proposed rules).

Support the Stopping Abuse and Fraud in Electronic (SAFE) Lending Act of 2012 (S. 3426 / H.R. 6483), which requires all on-line small-dollar lenders (such as payday lenders) to comply with state law if it provides better consumer protections than federal law; prevents national banks and federal savings and loans from making payday loans in violation of the state law where the consumer resides; provides new federal enforcement measures to protect consumers from online payday lenders that seek to evade state consumer protection laws, such as by locating their businesses off-shore, or affiliating with a Native American Tribe and claiming the right to assert the tribes sovereign immunity; empowers Tribes to enlist the help of the CFPB where needed to protect their members from abusive payday lending on the reservation, and respecting tribal laws that provide stronger consumer protections than are available under state law; closes the single payment loophole in the Electronic Fund Transfer Act and extending consumer control over electronic payment of credit to all loans; safeguards consumer data by banning lead generators who traffic in payday loan application information via marketing websites, and prohibiting them from anonymously collecting sensitive consumer data; and stops lenders from using borrowers bank account details to create unsigned checks used to withdraw funds, even when consumers have exercised their federal rights against compulsory electronic payment of credit under the Electronic Fund Transfer Act.
Support S. 3452 to impose a federal usury cap on credit while permitting states to set lower rates.
Oppose the inclusion of any down payment requirement as part of the Qualified Residential Mortgage (QRM) standard.

Support an increase in the federal investment in our hometowns transportation, affordable housing, community development, and job creation efforts by increasing the 302(b) allocation to the Subcommittee on Transportation, Housing and Urban Development, and Related Agencies (THUD) to the highest possible level in fiscal year (FY) 2013.
Support a long term transportation bill which will:
1.Preserve and expand existing programs that fund essential transportation options bicycling, walking, and public transportation.
2.Expand access to quality transportation jobs for the chronically-unemployed, low-income people, individuals with disabilities, women, and communities of color.
3.Strengthen enforcement of existing civil rights provisions.
4.Improve transportation outcomes through strategic planning with measures that promote economic and social equity.
5.Reform transportation funding to lower household expenses and foster community development.
Oppose sequestration. Oppose cuts to nondefense discretionary programs.
Ensure that the tax cuts signed into law by President George W. Bush that benefit the richest two percent of Americans be allowed to expire on schedule at the end of this year (2012).

Support Strengthening Americas Values and Economy (SAVE) for All: to protect low-income and vulnerable people; promote job creation to strengthen the economy; increase revenues from fair sources; and seek responsible savings by targeting wasteful spending in the Pentagon and in other areas that do not serve the public interest.

We are extremely concerned that the large-scale mainstream media is too concentrated and held in too few hands, and so we hope that low power radio stations can be a starting point for the constituencies we represent to create and control media content, as well as to disseminate it. In addition to allowing low power fm radio stations to continue to meet the unique needs of racial and ethnic minority communities, as well as language minorities, the FCC must adopt a process that provides adequate time for local nonprofits and coalitions of nonprofits to receive adequate information about the rules for applying for stations, leaving sufficient time to comply with the rules and to prepare applications. We also strongly support an FCC-imposed obligation on all low power radio stations to offer at least 20 hours of local programming per week, defined under the current definition of local programming.
We have argued against capping funding for the program; in support of expanding the Lifeline program immediately to Broadband thereby enabling low-income participants to purchase broadband services with their monthly subsidy; including WIC recipients and homeless veterans onto the list of those eligible for the Lifeline program; ensuring that all eligible households that apply for Lifeline are able to participate in the program; and reallocating some of the $1 billion projected cost savings from the high cost fund and reallocate it to the Lifeline fund for low income people. We have also urged the FCC, in any reform of the Lifeline program, to structure programs to fit the specific needs of diverse communities, markets, and regions, since one size fits all policies rarely work. Lastly, we are strongly opposed to any dilution of the Eligible Telecommunications Carriers (ETCs) duty to offer Lifeline.

The proposed rules would implement changes to the military leave provisions of the FMLA, as well as the Airline Flight Crew Technical Corrections Act. The rule appropriately extends the amount of time a family member may take for qualifying exigency leave when the reason for leave is a service members rest and recuperation. Veterans must be able to establish that they suffer from a qualifying serious injury or illness without having to rely on the Veterans Affairs Schedule for Rating Disabilities (VASRD) or on their ability to fulfill occupational requirements. The documentation that employers may require of family members of active duty service members who are seeking qualified exigency leave should explicitly allow family members to supply a letter from the service members command. Support the Departments decision to allow any FMLA health care provider to certify a serious injury or illness for military caregiver leave.

Encouraged the Department of Labor to provide a straightforward explanation of what is meant by the phrase qualifying exigency. For qualifying exigency leave related to childcare, we urge the Department to explicitly include additional categories of childcare and school activities that would qualify a military family member to take leave. The Department should ensure that gay and lesbian service members have equal access to family care by amending the definition of next of kin. The Department should explicitly note that all FMLA regulations are interpreted to include the children of parents standing in loco parentis and should ensure consistent and uniform administration of these new FMLA provisions. Veterans whose family members would have qualified for caregiver leave but for the fact that regulations had not yet been promulgated should be given a special dispensation so that they can take leave to care for veterans who still need such assistance. The Department should insert language identifying the discharge date provided on form DD-214 as the date when the veteran officially transitioned from being an active duty service member.

As the CFPB defines the entities that will be subject to examination in this and future rulemakings, it should define larger broadly, prevent evasions by including counting the revenues of affiliated companies and also firms that act as agents or are under contract to another firm, and examine all of an entitys consumer financial products and services even if it is a larger participant in just one market.

Support the Stopping Abuse and Fraud in Electronic (SAFE) Lending Act of 2012 (S. 3426 / H.R. 6483), which requires all on-line small-dollar lenders (such as payday lenders) to comply with state law if it provides better consumer protections than federal law; prevents national banks and federal savings and loans from making payday loans in violation of the state law where the consumer resides; provides new federal enforcement measures to protect consumers from online payday lenders that seek to evade state consumer protection laws, such as by locating their businesses off-shore, or affiliating with a Native American Tribe and claiming the right to assert the tribes sovereign immunity; empowers Tribes to enlist the help of the CFPB where needed to protect their members from abusive payday lending on the reservation, and respecting tribal laws that provide stronger consumer protections than are available under state law; closes the single payment loophole in the Electronic Fund Transfer Act and extending consumer control over electronic payment of credit to all loans; safeguards consumer data by banning lead generators who traffic in payday loan application information via marketing websites, and prohibiting them from anonymously collecting sensitive consumer data; and stops lenders from using borrowers bank account details to create unsigned checks used to withdraw funds, even when consumers have exercised their federal rights against compulsory electronic payment of credit under the Electronic Fund Transfer Act.

President Obamas budget request includes $285 million for HFFI, which includes $10 million at the Department of Health and Human Services (HHS), $25 million in Community Development Financial Institutions funding at the Department of Treasury, and a $250 million set-aside request within the broader $7 billion New Markets Tax Credit program for HFFI. The budget also calls for the Department of Agriculture (USDA) to target additional resources toward the overall goals of combating food deserts and increasing access to healthy food. Investing in HFFI would promote increased access to healthy food, create new jobs, improve health, and generate new economic opportunities in low-income communities across the nation.

The documentation that employers may require of family members of active duty service members who are seeking qualified exigency leave should explicitly allow family members to supply a letter from the service members command. Support the Departments decision to allow any FMLA health care provider to certify a serious injury or illness for military caregiver leave.
Support the Departmentof Labor's interpretation of the five-year coverage limit under FMLA for veterans.
Encouraged the Department of Labor to provide a straightforward explanation of what is meant by the phrase qualifying exigency. For qualifying exigency leave related to childcare, we urge the Department to explicitly include additional categories of childcare and school activities that would qualify a military family member to take leave. The Department should ensure that gay and lesbian service members have equal access to family care by amending the definition of next of kin. The Department should explicitly note that all FMLA regulations are interpreted to include the children of parents standing in loco parentis and should ensure consistent and uniform administration of these new FMLA provisions. Veterans whose family members would have qualified for caregiver leave but for the fact that regulations had not yet been promulgated should be given a special dispensation so that they can take leave to care for veterans who still need such assistance. The Department should insert language identifying the discharge date provided on form DD-214 as the date when the veteran officially transitioned from being an active duty service member.

The proposed rules would implement changes to the military leave provisions of the FMLA, as well as the Airline Flight Crew Technical Corrections Act. The rule appropriately extends the amount of time a family member may take for qualifying exigency leave when the reason for leave is a service members rest and recuperation. Veterans must be able to establish that they suffer from a qualifying serious injury or illness without having to rely on the Veterans Affairs Schedule for Rating Disabilities (VASRD) or on their ability to fulfill occupational requirements. The documentation that employers may require of family members of active duty service members who are seeking qualified exigency leave should explicitly allow family members to supply a letter from the service members command. Support the Departments decision to allow any FMLA health care provider to certify a serious injury or illness for military caregiver leave.
Support the Departmentof Labor's interpretation of the five-year coverage limit under FMLA for veterans.
Encouraged the Department of Labor to provide a straightforward explanation of what is meant by the phrase qualifying exigency. For qualifying exigency leave related to childcare, we urge the Department to explicitly include additional categories of childcare and school activities that would qualify a military family member to take leave. The Department should ensure that gay and lesbian service members have equal access to family care by amending the definition of next of kin. The Department should explicitly note that all FMLA regulations are interpreted to include the children of parents standing in loco parentis and should ensure consistent and uniform administration of these new FMLA provisions. Veterans whose family members would have qualified for caregiver leave but for the fact that regulations had not yet been promulgated should be given a special dispensation so that they can take leave to care for veterans who still need such assistance. The Department should insert language identifying the discharge date provided on form DD-214 as the date when the veteran officially transitioned from being an active duty service member.
Oppose substituting the so-called chained CPI as a measure for cost-of-living adjustments to Social Security and other benefits received by veterans, seniors, retirees, people with disabilities, surviving spouses, and others.

Support the Federal Communications Commission taking action to improve its data collection about the ownership of women and people of color, to improve its record on how to increase that ownership, and to cease any and all proposals to permit further media consolidation until it can comply with the court mandate. Advocated that the United States use its stature and position to have the NAACP policy agenda included in any and all relevant United Nations' treaties and other compliance documents.
Specifically, we oppose relaxation of any media ownership rules, including all local broadcast ownership
rules and the newspaper-broadcast cross ownership, the radio-television cross ownership rule and the dual
network rule.
Oppose the Red Tape Reduction and Small Business Job Creation Act" (H.R. 4078), which includes the Regulatory Freeze For Jobs Act, the Midnight Rule Relief Act of 2012" (H.R. 4607), and the Sunshine for Regulatory Decrees and Settlements Act of 2012 (H.R. 3862), among other harmful bills.
We are extremely concerned that the large-scale mainstream media is too concentrated and held in too few hands, and so we hope that low power radio stations can be a starting point for the constituencies we represent to create and control media content, as well as to disseminate it. In addition to allowing low power fm radio stations to continue to meet the unique needs of racial and ethnic minority communities, as well as language minorities, the FCC must adopt a process that provides adequate time for local nonprofits and coalitions of nonprofits to receive adequate information about the rules for applying for stations, leaving sufficient time to comply with the rules and to prepare applications. We also strongly support an FCC-imposed obligation on all low power radio stations to offer at least 20 hours of local programming per week, defined under the current definition of local programming.
We have argued against capping funding for the program; in support of expanding the Lifeline program immediately to Broadband thereby enabling low-income participants to purchase broadband services with their monthly subsidy; including WIC recipients and homeless veterans onto the list of those eligible for the Lifeline program; ensuring that all eligible households that apply for Lifeline are able to participate in the program; and reallocating some of the $1 billion projected cost savings from the high cost fund and reallocate it to the Lifeline fund for low income people. We have also urged the FCC, in any reform of the Lifeline program, to structure programs to fit the specific needs of diverse communities, markets, and regions, since one size fits all policies rarely work. Lastly, we are strongly opposed to any dilution of the Eligible Telecommunications Carriers (ETCs) duty to offer Lifeline.
Supported Digital literacy funding not being limited to Eligible Telecommunications Carriers (ETCs), and that the E-Rate program should be the vehicle for distribution of the digital literacy program, and the FCC should encourage E-Rate recipients to collaborate with community partners.
Oppose DeMint (SC) amendment to S. 3240 reducing funding for broadband expansion into rural areas.
