Port Security Grant Program for transportation infrastructure security needs and U.S. Customs and Border Protection resources and staffing for the maritime sector, including increase the number of CBP officers and support staff and requires reports that identify staff, infrastructure, and equipment needed to enhance security at ports of entry also continuing a working group with Custom and Border Protection on facility and employment issues. We advocate for the creation of new grant programs to fund port electrification projects to reduce carbon and particulate emissions from port operations. We have lobbied on the Hydrogen for Ports Act (H.R.7065, S.3111), which would create a new grant program to fund hydrogen infrastructure at ports. We lobbied for changes to the Hydrogen for Ports Act to expand the allowable uses of grant funds and improve the efficiency of the grant program. Support pro-offshore wind provisions in the America COMPETES Act (H.R.4521) and United States Innovation and Competition Act of 2021 (S.1260).

Trade investigations, and impact of Chinese tariffs on agriculture, goods, cargo handling equipment, and port-related jobs, concern for Chinese tariffs. Section 301 of the Trade Act of 1974 Section 301 of the Trade Act of 1974, grants the U.S. Trade Representative (USTR) a range of responsibilities and authorities to investigate and take action to enforce U.S. rights under trade agreements and respond to certain foreign trade practices. Section 301 provides a statutory means by which the United States imposes trade sanctions on foreign countries that violate U.S. trade agreements or engage in acts that are unjustifiable or unreasonable and burden U.S. commerce; Section 232 investigation into the import of mobile cranes. Support lowered barriers to trade in the America COMPETES Act (H.R.4521) and United States Innovation and Competition Act of 2021 (S.1260).
