Client, Jose Gerardo Ochoa, is a U.S. Citizen born in Oklahoma. The Honduran Government expropriated 435 acres of land located in Tela, Honduras and illegally transferred titles to a Honduran congressman. For the past 23 years, the client has tried remedying this through Honduran channels to no avail. In December 2015, the bill known as S. 1725, "Support for the Plan of the Alliance for Prosperity in the Northern Triangle of Central America" was signed. The Cashman Group during this quarter made contact with Senate Appropriations Chair Senator Lankford and brought Mr. Ochoa to D.C. to brief Senator Lankford's staff on the human rights and land rights abuses incurred by my client and, to seek remedy under section 7045 asking the Senator to present the client's and other U.S. citizens' cases before the Appropriations Committee and to uphold Section 7045 by withholding further economic assistance until the Honduran Government resolves his situation in a timely manner. On behalf of the client, The Cashman Group offered a suggested amendment to the sanctions language which would strengthen and clarify such withholding in the interest of combating corruption.
