Budget/appropriations decisions affecting agriculture research funding in fiscal 2011 for specialty crops research needs, especially as they relate to research priorties set forth in the National Technology Roadmap for the Tree Fruit Industry. Specific focus was on funding decisions and long-term planning affecting pear genome, genetics, breeding research programs conducted by the U. S. Department of Agriculture and their relevance to the pear industry in the Pacific Northwest.

Department of Agriculture (USDA) relates to and participates with other Federal agencies/departments when those other Federal agencies/departments propose actions affecting agricultural practices in the United State. Priority emphasis was put on how USDA works to collect and provide to those other Federal agencies/departments data necessary for those other Federal agencies/departments to make informed decisions based on sound science.

To insure that specialty crops interests, especially with respect to research, are considered by the House and Senate authorizing committees as they began hearings in preparation for efforts to reauthorize the general farm statute. Emphasis was put on the significant benefits accruing to the specialty crops industry and to the nation from the operations of specialty crops research programs established under current law.

Significant emphasis was put on the insuring the adequacy of the scientific data used by EPA in developing its proposal.

Policies and procedures used in the consultation process under the Endangered Species Act (ESA)and the ability of the states and user groups to participate in that process. The issue focused on biological opinions developed pursuant to the ESA by National Marine and Fisheries that proposed restrictions on the use of a certain class of pesticides in the Pacific Northwest. Emphasis focused on the size o the data univerese used and the type of modeling data employed in the development of the Biological Opinion.
