The IBEW continued to lobby the House and Senate in support of the Employee Free Choice Act (S. 560 and H.R. 1409), legislation that provides for certification of a union whenever a majority of workers have signed authorization cards; facilitates the use of mediation and binding arbitration for first-time contracts if labor and management cannot reach agreement within 60 days of certification; and establishes penalties against employers who violate workers rights to organize.

The IBEW continued to lobby the House and Senate in support of legislation designed to significantly limit an employers ability to deliberately misclassify workers as independent contractors. Unscrupulous employers who wrongfully misclassify employees deprive workers of legitimate protections under federal and state labor laws and cost those same governments billions of dollars in revenue each year. The IBEW supported the Taxpayers Responsibility, Accountability and Consistency Act in the 110th Congress.

The IBEW lobbied the House and Senate in support of full funding for the DDG 1000 Zumwalt Class Destroyer as contained in the FY09 Defense Appropriations Bill (H.R. 1105). The DDG-1000 program is vital to the health of the surface combatant industrial base. Any gap in production caused by a delay in procurement will lead to the potential loss of the skilled workforce America relies on to build its naval fleet.

The IBEW lobbied the House and Senate to support a set of health care reform principles and specifically opposed a proposal to tax workers health insurance benefits. The IBEW also lobbied in support of the Merkley Amendment, a provision in the Managers Mark that would require employers in the construction industry with over $250,000 in annual payroll or more than five workers, provide health insurance for thier employees or pay a penalty.

The IBEW lobbied the Federal Workplace, Postal Service and DC sub-committee in support of our members employed at the Bureau of Engravers. Managers at the Bureau are attempting to implement a two-tier pay system that would result in the need for fewer union electricians to maintain the printing equipment on site.

The IBEW met with Congressional staff to discuss the lack of a pension top-up benefit for IBEW, IAM, and IUOE members employed or previously employed by Delphi and General Motors (GM) Corporation. Members of the UAW, IUE-CWA, and USW had their pensions topped-up by GM. That is, GM agreed to reimburse the difference between what the PBGC pays under the bankrupt Delphi pension plan and what the previous collective bargaining agreement required.

The IBEW lobbied the Senate regarding the American Clean Energy and Security (ACES) Act of 2009 (H.R.2454), legislation designed to address the threat of global warming. Specifically, the IBEW sought to ease the short-term CO2 targets and timetables as well as strengthen the provisions regarding international trade.

The IBEW advised Congress regarding its position on "net neutrality" as the Federal Communication Commission (FCC) is expected to issue a Notice of Proposed Rulemaking (NPRM). As a starting point the NPRM should:
- Put network investment and associated job creation at the center of discussion.
- Frame a proposed fifth princible protecting consumers from unreasonable discrimination.
- Ensure consistency in all proposed principles by protecting consumers' access to vibrant competition (fourth principle) and trnasparency (sixth principle) among all internet participants.
- Carefully formulate proposed rules regarding wireless networks that recognize the vibrant competition, capacity constraints, and other unique characteristics of wireless.

The IBEW urged Congress to reauthorize the UI and related provisions contained in the American Recovery and Reinvestment Act (ARRA). Absent reauthorizing the $25 weekly UI benefit supplement for both regular and extended out-of-work assistance programs ; the 65 percent COBRA health care premium subsidy for involuntary seperated workers; and the suspension of federal income tax on the first $2,400 of UI conpensation would have ended when these provisions expired on December 31, 2009.
