H.R. 3619 - "Coast Guard Authorization Act of 2010" - To authorize appropriations for the Coast Guard for fiscal year 2010 and for other purposes. Section 1. SHORT TITLE. Sec. 1002. Use force against piracy., TITLE II - Coast Guard-SEC. Merchant Mariner Medical Advisory Committee.,TITLE III - SHIPPING AND NAVIGATION-SEC 307. Merchant Mariner Document Standards., TITLE VIII - Mariner Safety-Mariner Records, lobbied Senate staff members of the commerce,science & transportation committee on bill.
S.1194 - "Coast Guard Authorization Act for Fiscal Years 2010 and 2011" - Authorizes appropriations for FY2010-FY2011 for the Coast Guard, Title 4, Shipping and Navigation, & Title 8: Oil Pollution Prevention.
H.R.3486 - "Short Sea Shipping Act of 2009" - To Amend the Internal Revenue Code of 1986 to exempt certain shipping from the harbor maintenance tax., Section. 2. Exemption of certain commercial and bulk cargo from the Harbor Maintenance Tax. Lobbied House Armed Services Committee staff members regarding cosponsoring this legislation. Met with coalitions in support of this act & attended a conference.
H.R. 2847 - "Hiring Incentives to Restore Employment Act Surface Transportation Extension Act of 2010" - Resolved, That the House agree to the amendment of the Senate to the bill (H.R. 2847) entitled `An Act making appropriations for the Departments of Commerce and Justice, and Science Appropriations Act, 2010, Chapter 2--Energy and Water Development (Corps of Engineers- -Civil Works, Corps of Engineers- -Civil Construction). Chapter 6- -Transportation and Housing and Urban Development (Department of Transportation, Maritime Administration, Maritime Guaranteed Loan (title xl) program account (including transfer of funds), Title 2, Section 2002. (a) In General- (1) - (5). Lobbied House & Senate Appropriations Committee staff members.
Piracy on the High Seas Issues: Since international pirates first attacked two U.S.-flag vessels last year, the maritime industry has called upon the U.S. government to help protect U.S.-flag vessels and their U.S. citizen crews from further attacks. Lobbied House Armed Services, and House Transportation & Infrastructure committee members as well as Senate Commerce, Science, & Transportation committee members and staff, and Senate Armed Services committee members and their staff.
Lobbied members of the House Transportation & Infrastructure committee and House Appropriations committee regarding the Environmental Protection Agency (EPA) and the Environmental Control Area (ECA) in the United States Great Lakes area.
Lobbied the Maritime Administration (MARAD) and Department of Transportation (DOT) staff members on the topic of Cargo Preference & PL-480.
Lobbied staff members of the House Transportation and Infrastructure committee on supporting full funding of the Maritime Security Program (MSP) for Fiscal Year 2011.
Lobbied the United States Coast Guard regarding ballast water discharge standards in regards to the Coast Guard's ballast water management regulations in Title 33, Code of Federal Regulations, Part 151, Subparts C and D. The proposed rule would also add approval procedures for ballast water management systems found in the Title 46, Code of Federal Regulations, Subchapter Q.
Lobbied staff members of the House and Senate Armed Services committee's regarding the U.S. Navy's Military Sealift Command, contract mariner jobs and limits on MSC leases (charters).
Lobbied U.S. Customs and Border Protection regarding topics pertaining to the outer continental shelf, offshore drilling and U.S. mariner and U.S.-flag vessel capabilities.
Researched material on the harbor maintenance trust fund at the Library of Congress (LOC) and history of the United States Merchant Marine.
There were non-active periods in October (Oct. 5th -9th), November (Nov. 20th - 30th), and December (18th - 31st).
