S. 1626, Railroad Reform, Enhancement, and Efficiency Act, sponsored by Sens. Roger Wicker (R-Miss.) and Cory Booker (D-N.J.), with seven amendments. TCU supports the Bill as the largest union on Amtrak; we believe it provides Amtrak with long-term planning resources and predictability. It keeps our members on the job into the future.
HR 2577, 2015 Transportation, Housing and Urban Development Appropriations Act. Below is the list of amendments we urged House members to support or reject:
Vote NO on the two amendments offered by Rep. Mo Brooks (AL-5), which would eliminate Amtraks operating and capital funding. The demand for passenger rail options are surging in this country, and Amtrak has achieved record ridership in 10 of the last 11 years despite dealing with aging infrastructure and insufficient federal funding. These amendments would deal a terrible blow to the future of passenger rail in this country.
Vote NO on the amendment offered by Rep. McClintock (CA-4), which would eliminate funding for the Essential Air Services (EAS) program. EAS is critical to maintaining access to air travel for rural and small communities. The elimination of this program will badly reduce travel options for millions of Americans.
Vote YES on the amendment offered by Rep. Cartwright (PA-17), which would continue to allow DOT to exercise its existing authority of determining the minimum levels of insurance required of bus and truck companies.
Vote NO on the two amendments offered by Rep. Sessions (TX-32). The first amendment would eliminate the Sunset Limited passenger rail route that provides service from New Orleans to Los Angeles.
TCUs position was the THUD Appropriations Act should be a vehicle for investing and improving our nations transportation infrastructure. We urged members to reject those amendments that damage critical transportation initiatives, and support those that strengthen the safety and efficiency of our national transportation network.
H.R.2410, Generating Renewal, Opportunity, and Work with Accelerated Mobility, Efficiency, and Rebuilding of Infrastructure and Communities throughout America Act or the GROW AMERICA Act.
Summary: Prescribes requirements for environmental reviews with respect to state and federal agency engagement, obstruction of navigation, historic sites, categorical exclusion of multimodal projects from environmental review, and creation in the Department of Transportation (DOT) of an Interagency Infrastructure Permitting Improvement Center.
Directs DOT to establish a multimodal freight incentive grant program and a National Freight Infrastructure Program.
Redesignates the Dwight D. Eisenhower System of Interstate and Defense Highways as the National Highway System and the National Freight Network.
Position: TCU supports this legislation because it improves the nation's infrastructure and puts people to work in good, middle class jobs across America.

TCU opposes H.R. 1314, Trade Promotion Authority (a.k.a. Fast Track)
TCU and Organized labor are united in opposition. Since the passage of the North American Free Trade Agreement (NAFTA) and a series of other agreements on the same model, jobs in one industry after another-manufacturing and call center jobs, for instance-have migrated to countries where companies can get away with paying lower wages.
