HR 872, Reducing Regulatory Burdens Act of 2011. The bill seeks to overturn the 6th Circuit decision overruling EPA's determination that NPDES permits are not required for individual pesticide applications made pursuant to label instruction. That ruling has led to EPA's implementation of a general NPDES permit for pesticide applications on or near water, thus exponentially expanding the scope of activities requiring an NPDES permit. BASF supports overturning this decision
