●United Spinal advocacy and policy staff worked with staff from the office of Rep. Lucy McBath (D-GA) in support of a House sign-on letter to the House Appropriations Labor, Health and Human Services, Education, and Related Agencies Subcommittee in support of additional funding for Spinal Cord Injury Model Systems, the National Spinal Cord Injury Statistical Center, and the Model Systems Knowledge Translation Center in Fiscal Year 2022.
●United Spinal advocacy and policy staff submitted appropriations requests to House and Senate in support of additional funding for Spinal Cord Injury Model Systems, the National Spinal Cord Injury Statistical Center, and the Model Systems Knowledge Translation Center in Fiscal Year 2022.
●United Spinal advocacy and policy staff worked with chapters and advocates around the country to secure letters of support from members of Congress for United Spinals application for the National Paralysis Resource Center federal grant from the Department of Health and Human Services.
Support:
Increased funding for Spinal Cord Injury Model Systems; increased funding for Medicaid home and community-based services (HCBS);
Support: CONNECT for Health Act - S. 1512/H.R. 2903 and HOUSE: Protecting Access to Post-COVID-19 Telehealth Act - H.R. 366 and Expanded Telehealth Access Act - H.R. 2168 support expanding telehealth access beyond the pandemic.
To continue efforts to achieve a more equitable culture within the biomedical research enterprise and to break down barriers to equity in the workforce, United Spinal, as a member of the Disability Rehabilitation Research Coalition, signed on to a letter to the Director of the National Institutes of Health (NIH) in response to NIHs Request for Information to Advance and Strengthen Racial Equity, Diversity, and Inclusion in the Biomedical Research Workforce and Advance Health Disparities and Health Equity Research (NOT-OD-21-066).
To recognize that disability cuts across all demographics and almost all areas of research conducted by the NIH and should be recognized as such in its Strategic Plan, United Spinal, as a member of the Disability Rehabilitation Research Coalition (DRRC), supported the DRRCs letter on the on FY 2021-2025 NIH-Wide Strategic Plan Framework.
Support telehealth expansion and improvements in the delivery of rehabilitation and access to assistive devices and assistive technology.
To support federal research impacting people with disabilities, illnesses, injuries, and chronic conditions, especially those suffering from acute or long-term impacts of COVID-19, United Spinal signed onto a letter of recommendations and requests for program funding in Fiscal Year (FY) 2022 to congressional appropriations leadership as a member of the Disability and Rehabilitation Research Coalition (DRRC).
To expand the knowledge base around access to assistive technologies and devices (AT) and lay the groundwork for improvements in care and policy solutions to support people with limb loss and limb difference, United Spinal as a member of the Disability and Rehabilitation Research Coalition (DRRC), signed onto letters of support for legislation recently introduced by Reps. G.K. Butterfield (D-NC) and Brett Guthrie (R-KY), the Access to Assistive Technology and Devices for Americans Study Act (the Triple A Study Act, H.R. 2461), urging members of Congress to cosponsor this bipartisan legislation.
To advocate for people with disabilities,United Spinal supported a Disability and Rehabilitation Research Coalition letter of welcome and congratulations to Dr. Anjali Forber-Pratt, the new Director of the National Institute on Disability, Independent Living, and Rehabilitation Research.
To increase access to telemental health care, United Spinal as a member of the Personal Connected Health Alliance, supported letters the PCHAlliance sent endorsing the Telemental Health Care Access Act to Senator Bill Cassidy and other Senate supporters and to U.S. Representatives Doris Matsui and Bill Johnson.

Toxic Exposure. Two separate VSO briefings from OSVA officials on VA position on toxic exposure. One meeting held before SVAC/HVAC hearing and second meeting after hearing. VetsFirst and other VSOs advocated for different provisions in the House and Senate legislation COST OF WAR Act and the PATH Act - H.R 3967
-PCAFC - Caregivers Expansion. VA provided 2 updates on status of Caregivers Expansion that began Oct. 1, 2020. VSOs expressed concern in the lack of consistency in decision making across the VA system and that applications for the program had a denial rate of more than 85% and only an approval rate of 12%.
Support the Toxic Exposure in the American Military Act - H.R. 2127 to S. 927.
Support for HR. 3967 - the Honoring Our Promise To Address Comprehensive Toxics Act Of 2021 or the Honoring our PACT Act. United Spinal/VetsFirst raised concern re eligibility populations and the Secretarys authority to delay actions on eligibility.

To expand eligibility for the Medicaid Ticket to Work Program to include individuals who are 65 years of age or older. (Under the current program, states may establish a Medicaid buy-in option for working individuals with disabilities whose income exceeds the customary limits and who are between the ages of 16 and 64.), United Spinal, as a member of the Secure Work Coalition, signed on to a letter supporting Senator Rob Portmans reintroduction of the SENIOR Care Act in the 117th Congress.
To support including long-overdue improvements to the Supplemental Security Income (SSI) program in the pandemic recovery legislation now being considered, United Spinal as a member of the Consortium for Citizens with Disabilities (CCD) signed onto a letter to bipartisan congressional leadership. The comments focus on issues related to SSAs Operations component because the Deputy Commissioner of Operations was the agencys witness for this hearing.

To eliminate a programmatic work disincentive by allowing young adults with disabilities to try and work and see if they can support themselves without losing eligibility for DAC benefits, the cochairs of the Consortium for Citizens with Disabilities (CCD) Social Security Task Force wrote bill sponsors in support of the Work Without Worry Act and thanked them for introducing this crucial legislation.

United Spinal supports the Air Carrier Access Amendments Act. S. 642/H.R.1696.
To outline the transportation limitations and needs of persons with disabilities in order to access the imperative COVID-19 vaccine, United Spinal Signed on to a letter to the Biden Administration organized by two Task Forces of the Consortium for Citizens with Disabilities.
To advocate for greater accessibility in transportation and to respond to the request for comments on the Automated Driving Systems (ADS) Framework, United Spinal supported a letter to U.S. Secretary of Transportation Buttigieg by the Co Chairs of the Consortium for Citizens with Disabilities Transportation Task Force.
To provide competitive grants to assist State and local governmental authorities in addressing accessibility needs of legacy rail fixed guideway public transportation systems, United Spinal supported a Consortium for Citizens with Disabilities Transportation Task Force Co-Chairs letter supporting supporting Senator Tammy Duckworths introducing the All Station Accessibility Program Act of 2021 or the ASAP Act.
As Congress and the Administration craft major infrastructure legislation, United Spinal help draft and signed onto letters, along with numerous other stakeholders, to congressional leaders and administration officials seeking to harness innovations in transportation to dramatically improve equitable services in public transportation, particularly for those with disabilities, seniors, and underserved populations by: (1) Increasing investment in on-demand microtransit while ensuring accessibility in those and any other future transit services; and (2) Creating a federal grant program to bring innovation to ADA paratransit services.
To enhance transportation opportunities and efficiencies in transit and paratransit, United Spinal, along with numerous other disability organizations and organizations and Via, a transit technology company, shared a letter with members of Congress and their staffs advocating for increased focus and federal funding for micro transit on demand transportation technologies programs and services.

To promote a sustained federal investment to ensure deployment and maintenance of a high capacity, secure and reliable 5G broadband national network that is accessible, affordable, adoptable for all Americans that is fundamental to our daily independence, United Spinal supported the Co Chairs of the Consortium for Citizens with Disabilities Telecommunications and Technology Task Force letter to the Federal Communications Commission comments on the Emergency Broadband Connectivity Fund Assistance Program.
To promote technology, including assistive technology and accessible information and communication technology, that plays an increasingly important role in peoples lives in business, communication, education, employment and interaction with all levels of government as well as facilitating activities of daily living for people with disabilities, United Spinal supported the Co Chairs of the Consortium for Citizens with Disabilities Telecommunications and Technology Task Force welcome letter to members of the 117th Congress.
To make telehealth services for Medicare beneficiaries permanent, United Spinal supports comments made by the Personal Connected Health Alliance and the Healthcare Information and Management Systems Society, Inc. to the Senate Telehealth Working Group and Congressional Telehealth Caucus on January 8, 2021 about the the CONNECT for Health Act as important revisions and updates to this legislation for the 117th Congress are considered. The comments read in part, Many of the barriers and restrictions to Medicare telehealth that had been in place for decades disappeared almost overnight, allowing millions of Americans to have critical access to a new range of virtual services.
To promote permanent universal broadband deployment with Congress and the Federal Communications Commission (FCC), United Spinal Association responded with a letter to the FCCs request for comments on the new temporary Emergency Broadband Benefit Program.
To support the inclusion of $50 million in the FY 2022 Senate Labor, Health and Human Services and Education Appropriations (LHHS) bill for the Assistive Technology (AT) Act Programs United Spinal signed onto letter to congressional leaders as a member of the Consortium for Citizens with Disabilities Technology and Telecommunications Task Force. Funding provided through the AT Act supports programs that ensure people with disabilities have access to and are able to acquire the assistive technology, devices, and services they need to live, work, and attend school in their communities.
