-Patient community priorities for not-yet-introduced COVID-19 Legislation, 2/1/21 (increase funding for state Medicaid programs, maintain the maintenance of effort provisions included in the CARES Act, and extend the length of time states can use funds; Require COVID-19 testing, treatment, vaccines, and recovery services to be provided at no-cost to consumers, regardless of their method of coverage; Incentivize states to expand Medicaid; Block the implementation, enforcement, and effect of all final rules that expanded availability of non-compliant plans like short-term, limited-duration and association health plans; Codify limits on non-compliant plans into law; Extend eligibility and provide subsidies for individuals who have lost employer sponsored coverage)
- Patient community priorities for not-yet-introduced reconciliation bill (2/2/21) (Increase the availability and generosity of advance premium tax credits (APTCs); increase affordability by changing the APTC benchmark from the current silver plan to a higher-level plan, such as gold; fix the family glitch to ensure that families with unaffordable employer-based coverage can access the Affordable Care Act (ACA)s advance premium tax credits and cost-sharing assistance; secure and strengthen the Medicaid program both now and in the future by: Increasing the Medicaid federal medical assistance percentage (FMAP) to at least 14 percent, preserving the Maintenance of Effort (MOE) provision, icentivizing states to expand Medicaid by providing 100 percent FMAP for the first three years that states expand their Medicaid program, implementing automatic policies that will stabilize the Medicaid program during the current and future economic downturns.

- Urge Congress to add $16 million in the reconciliation bill for HRSAs Pediatric Mental Health Care Access Program, which funds Child Psychiatry Access Program models in 21 states, to allow HRSA to expand funding to all states, DC and the territories. Each state gets an average grant of $450,000 so an additional $16 million annually will expand the program nationwide.
- Urge CMS to work directly with states and stakeholders to update the Medicaid School Health Technical Assistance Guide and Administrative Claiming Guide by June 1.
- Support American Rescue Plan bill (COVID bill) provisions to extend health coverage to more people through incentives for states to expand Medicaid, increased subsidies to purchase private insurance, and other measures.
