Support for federal regulation of methane from new and existing sources in the oil and gas exploration and production sector, that regulation should: encourage early adopters and voluntary efforts through specific recognition in the rulemaking; incorporate needed flexibility to adopt cost-effective U.S. innovations in new technology to detect, measure, and eliminate methane emissions, and support state-level regulation appropriate for each state.
