Supported H.R. 4410 and S. 2339, bills that clarify E15 should be allowed for sale year-round by extending the 1-psi Reid vapor pressure (RVP) waiver to fuel blends containing gasoline and over 10 percent ethanol.
Supported H.R. 1637, a bill to expedite the approval process for renewable fuels under the renewable fuel standard (RFS) program. The bill considers an application to register a renewable fuel under the RFS program to be approved by the Environmental Protection Agency (EPA) if the fuel has been approved under any state renewable fuel program. It also establishes a deadline for the EPA to make a decision on any pending application for a renewable fuel that has not yet been approved under any state program and establishes deadlines for the EPA to make decisions on pending pathway petitions by producers to register biofuels.
Supported S. 193 and H.R. 3593, the Adopt GREET Act, which would require EPA to update its outdated lifecycle modeling for ethanol and biodiesel, specifically by adopting the latest Argonne National Labs Greenhouse Gas and Regulated Emissions and Energy Use in Transportation (GREET) Model.
Supported H.R. 1113, the Renewable Fuel Standard Integrity Act, legislation that addresses the timing and transparency issues associated with the small refinery exemption (SRE) program under the Renewable Fuel Standard (RFS).
Opposed H.R. 190, the Leave Ethanol Volumes at Existing Levels (LEVEL) Act, legislation to repeal the Renewable Fuels Standard II (RFS), leaving RFS I levels intact.
Supported S. 2262/H.R. 4254, bills to establish an income tax credit for the sale or blending of certain fuels containing ethanol.
Supported the Defend the Blend Act (S. 3380 and H.R. 6071), bipartisan legislation to prohibit the U.S. Environmental Protection Agency (EPA) from retroactively reducing Renewable Volume Obligations (RVO) levels once they are finalized, including the 2020 RVOs.
Testified at a virtual public hearing on the Proposed Extension of Renewable Fuel Standard (RFS) Compliance Deadlines the Environmental Protection Agency (EPA) proposed in November. The testimony pointed out that if EPA would have finalized the 2021 Renewable Volume Obligations (RVOs) on time the previous November and predicted gas volumes would return to 2019 levels, the 2021 percentage would have assured refiners their renewable fuel requirements would again fall or rise as petroleum volumes remained flat or grew.
Thanked U.S. Department of Energy Argonne National Laboratory (ANL) scientists for updates to the Greenhouse gas and Regulated Emissions and Energy use in Transportation (GREET) model, which is widely recognized as the gold-standard tool used to audit the energy and environmental effects of transportation fuels such as ethanol and gasoline.

Thanked USDA for its work on the Pandemic Assistance for Producers initiative which designates $700 million in unspent pandemic relief for biofuel producers.
Submitted comments on how USDA's Climate Smart Agriculture and Forestry (CSAF) program should be designed to establish a marketplace at scale that rewards farmers and biofuel producers for the role they play in reducing GHG emissions.
Supported S. 227/H.R. 1452, the Renewable Fuel Infrastructure Investment and Market Expansion Act, bills to create a renewable fuel infrastructure grant program at the United States Department of Agriculture and streamline regulatory requirements to help fuel retailers sell higher blends of ethanol.
