Sequestration: University of Arizona joined our fellow Institutions of Higher Education in asking Congress to stop the sequester which is planned for reinstatement in FY15. The impact of sequestration on the University of Arizona for FY13 was a minimum of $15M.

Graduate Medical Education (HR 1201 Training Tomorrows Doctors Today Act - Shock/Schwartz): AZ faces a physician shortage that is most acute in the primary care field. In 2010, the State ranked 41 in active primary care physicians per capita and 35 in primary care residents. Arizona is already funding more 150 residency slots with no Federal support (nearly all UA), but is still approximately 850 positions short of the national per capita average. UA supports legislation such as HR 1201

Federal Research Funding: UA advocated for sufficient appropriations for key federal funding agencies, such as the National Institutes for Health, the National Science Foundation, NASA (HR2787 and S1429), Department of Energy (Office of Science), DHS (University Programs), USDA (NIFA), Department of Commerce (NOAA), and Department of Interior (USGS).

Title VI Centers (International Education): UA advocates for the Title VI centers program at US Department of Education: UA hosts 3 such Centers (Center for Educational Resources in Culture, Language and Literacy, the Center for Latin American Studies, and the Center for Middle Eastern Studies). UA also prepared to lobby on this matter in the coming Reauthorization of the Higher Education Act.

Higher Education Act Reauthorization: legislation to reauthorize is expected in the 113th Congress, and UA has joined our fellow IHE's in identifying issues of possible concern, including Title IV provisions related to federal financial aid and the Title VI foreign language centers; and access to financial aid, possible redress of the GI Bill not counting as federal aid under Title IV, along with a recalculation of the 90/10 rule. UA has created a campus-wide HEA Reauthorization Task Force to address HEA Reauth.

America COMPETES Reauthorization: (America Creating Opportunities to Meaningfully Promote Excellence in Technology, Education and Science Act of 2007). Current authorization expires this year, congressional action expected prior, with a focus on focusing support for the National Science Foundation and other agencies. During this quarter, UA worked to get the Tucson Chamber of Commerce and the Southern Arizona Leadership Council on a community letter on COMPETES.

UA supports DREAM Act provisions in S7.44, and recommended fixes to various clauses related to H-1B visas and other sections supporting international education. ADAPT Act: UA supported this bill, (still under Committee review) which would, among other things, amend the law to create a pathway for the prompt approval of antibacterial and antifungal drugs intended to treat serious or life-threatening diseases or conditions. The ADAPT Act is viewed as successor legislation to the Generating Antibiotics Incentives Now Act (GAIN Act), and would be particularly helpful fo researchers studying Valley Fever.

Passed in House on July 24, 2014., H.R. 3136, the Advancing Competency-Based Education Demonstration Project Act, sponsored by Representatives Matt Salmon (AZ-05) and Jared Polis (CO-02) would increase access and affordability in higher education by allowing institutions the flexibility to provide a degree that is based on a students knowledge and skills instead of seat time.
