S.363- "Ballast Water Management Act of 2005" a bill to amend the non-indigenous aquatic nuisance prevention and control act of 1990 to established vessel ballast water management requirements. S. 1042- "National Defense Authorization Act for FY 2006" -authorizes appropriation for the military functions of the (DOD) for activities of Department of Energy and other purposes.
H.R. 1815 "National Defense Authorization Act" for FY 2006- authorizes appropriations for FY 2006 for defense-wide procurement.
H.R. 889 - "Coast Guard and Maritime Transportation Act of 2006" - authorizes appropriations for FY 2006 for the Coast Guard. S. 1280 - "Coast Guard Authorization Act of 2005" - authorizes appropriations for FY2006 and
FY2007 for the Coast Guard
Worked with Cargo preference laws that is designed to stimulate the US Flag merchant marine by providing US Flag shipping companies with predictable amounts of government impelled cargo.
Worked on the following programs to provide jobs for AMO members : PL - 480 Food Aid Cargo 75%; 1904 Military cargo preference - 100%; Import-Export Bank cargoes 50%; General Cargo Preference 50% of cargo generated by goods purchased "by and for the US government" is to be carried on US Flag vessels.
Met with maritime coalitions regarding issues American cabotage laws and ownership, building and crewing U.S.-flag vessels.
Maritime Security Program: Worked with other U.S. maritime labor and industry interests to secure Democratic and Republican signatures on House and Senate "Dear Colleague" letters in support of the Maritime Security Program (MSP) for FY 2005.
Met with the Maritime Administration (MARAD) and Department of Transportation (DOT) staff members on various issues concerning the membership of American Maritime Officers.P.L.-480 Program, Title XI (Shipbuilding Loan Guarantees), Ship disposal and the Maritime Security Program.
Met with coalition on the Jones ACT - governing the carriage of merchandise between place in the United States.-Passenger Vessel ACT governing the carriage of passengers and laws dealing with towing, dredging, salvage, fishing and ocean incineration.
Met with other industry wide coalitions. The coalitions consist of shipyards and shipyard labor, marine suppliers, domestic steamship companies and of course maritime labor. AMO is also active in the effort to recreate the short sea shipping industry.
Met with the Department of Defense (DOD) regarding the U.S. Navy's Military Sealift Command and contract mariner jobs.
There were non-active periods in January (17-21), February (21 - 25), March (21 - 31), and May 30 - June 3 of 2005.
