16. Specific lobbying issues
1). During the first quarter of 2013, UMDNJ's advocacy on sequestration was focused on educating Members of Congress and congressional staffs about the damaging financial impact of sequestration on medical research and clinical care.
2). Advocated the congressioanl passage of the FY 2013 Continuing Resolution, H.R. 933, which extends federal spending authority through September 30, 2013.
3). Monitored the drafting of the FY 2014 House and Senate budget resolutions which were drafted independently by the House and Senate Budget committees and subsequently passed by their respective parent bodies. Advocated against the House Budget Resolution which proposes a federal budget that would reduce federal Medicaid spending by $756 billion over 10 years, and slow federal investment in biomedical research.
4). Pending the submission of the Administration's FY 2014 budget proposals, advocated for congressional support for adequate appropriation support for Federal programs important to UMDNJ. These programs include the NIH, NSF, HRSA, CDC, and many others which support research and clinical initiatives at the University.
5). Monitored supplemental appropriations request H.R. 152, for recovery efforts related to Hurricane Sandy.

Advocated for passage of congressional legislation which would expand the current cap on the number of Medicare supported training slots for doctors to help address the nation's and New Jersey's projected shortage of physicians.

1). Requested Congressman Pallone to review a drafter letter which asks the NIH director to identify the agency's plans for soliciting research into the Exserohilum Rostratum Meningitis epidemic which is impacting several states. Dr. Perlin, director of the UMDNJ Regional Biocontainment Laboratory, requested the matter be brought to the congressman's attention.
2). Advocated for congressional legislation, "Medicare Access to Radiology Care Act," H. R. 1148, which would allow facilities to
bill Medicare for medical imaging services performed by qualified radiologist assistants under the direction of a supervising radiologist. Secured Congressman Pascrell to be an original sponsor of the legislation. The legislation is of interest to the UMDNJ-School of Health Related Professions, Radiologist Assistants Program.
3). Advocated for congressional legislation, H.R., 669 and S. 314 "Sudden Unexpected Death Data Enhancement and Awareness Act". The legislation is of interest to the SIDS Center of NJ, located at the UMDNJ-Robert Wood Johnson Medical School and the Hackensack University Medical Center.

Worked with the offices of Senator Lautenberg and Menendez to communicate with the NIH in the drafting of a congressionally requested report on the nation's network of Regional Biocontainment Laboratories. NIH is to report to the Congress, by June 2013 on the RBL's federal funding needs, program goals, and a long range plan for the RBL's.
