H.R. 4664 - Monitoring and Curbing Abusive Debt Collection Practices Act - To amend the Consumer Financial Protection Act to prohibit the CFPB from issuing rules pursuant to the FDCPA that would allow a debt collector to send unlimited email and text messages to a consumer.
H.R. 5001 - Non-Judicial Foreclosure Debt Collection Clarification Act - To amend the definition of debt collector under the FDCPA to include any person who uses any instrumentality of interstate commerce or the mails in any business the principal purpose of which is the enforcement of security interests.
H.R. 5003 - Fair Debt Collection Practices for Servicemembers Act - To amend the FDCPA to prohibit debt collectors from communicating with the commanding officer or officer in charge of any servicemember regarding an outstanding debt or the location of the servicemember; and to prohibit debt collectors from stating to a servicemember that failure to cooperate will result in prosecution on the Uniform Code of Military Justice.
H.R. 5013 - Small Business Fair Debt Collection Protection Act - To amend the FDCPA to apply to the collection of "small business debts" meaning non-equity obligations less than $5 million.
H.R. 5021 - Ending Debt Collection Harassment Act of 2019 - To amend the FDCPA to prohibit the CFPB from issuing a final rule on debt collection that allows unlimited electronic communications, including email or texts, from debt collectors to consumers; to prohibit collectors from contacting consumers via email or text message after a consumer has withdrawn their consent from receiving communications through these mediums or contacting them via email or text more frequently than as agreed to by the consumer; and to require collectors to send a consumer a notice of debt within five days after the initial communication with the consumer in connection with collecting a debt, even if the statutorily-required information was included in the initial communication. To amend the Consumer Financial Protection Act to require rules issued by the CFPB pursuant to the FDCPA must require collectors to obtain a consumers prior consent to contact them in any method other than via postal mail or telephone; to prohibits rules issued by the CFPB pursuant to the FDCPA from waiving compliance with the ESIGN Act; and to require rules issued by the CFPB pursuant to the FDCPA must allow consumers to opt-out of any method of communication and to withdraw prior consent to modes of communication.
H.R. 5034 - Fair Debt Collection Improvement Act - To amend the FDCPA to prohibit debt collectors from collecting, or attempting to collect, on a debt of a consumer with respect to which the statute of limitations has expired, and for other purposes.
H.R. 5287 - Fair Student Loan Debt Collection Practice Act - To amend the FDCPA to prohibit debt collectors from attempt to collect a federal student loan debt (meaning a loan made, insured or guaranteed under Title IV) during the period when the borrower would not be required to make a payment under an income-drive repayment plan.
H.R. 5330 - Consumer Protections for Medical Debt Collections Act - To amend the FDCPA and FCRA to require a debt collector and furnishers to CRAs to provide written notices to consumers about restrictions on reporting medical debt, to refrain from reporting medical debt for over 1 year and to never report certain medical debt, and imposing a 2-year waiting period to colloect certain medical debt.
