S.936 - 115th Congress (2017-2018: A bill to designate certain National Forest System land and certain public land under the jurisdiction of the Secretary of the Interior in the States of Idaho, Montana, Oregon, Washington, and Wyoming as wilderness, wild and scenic rivers, wildland recovery areas, and biological connecting corridors, and for other purposes. It creates about 24 million acres of wilderness from public lands.

H.R. 289 by U.S. Rep. Doug LaMalfa Guides and Outfitters Act or the GO Act of 2017
amends the Federal Lands Recreation Enhancement Act to specify the circumstances in which the Department of the Interior and the Department of Agriculture (USDA) may: (1) issue special recreation permits for federal recreational lands and waters, and (2) charge a special recreation permit fee for them.

H.R. 1274 Natural Resource Committee member Daniel Newhouse (R-WA04) that amends the Endangered Species Act to require:
(1)Department of the Interior or the Department of Commerce, as appropriate, to provide to affected states all data that is used as the basis of a determination on whether a species is an endangered species or a threatened species before making a determination.
(2)The appropriate department must use data submitted by a state, tribal, or county government in making such a determination.
(3) The federal agencies to use the best scientific and commercial data.
H.R. 3131 by U.S. Rep. Bill Huizenga (R-MI2) that amends the Endangered Species Act of 1973 to replace the current standard for awarding court costs, including attorney fees, in citizen suits with the federal judicial code standard for awarding costs to a prevailing party.
H.R. 2603 by Natural Resource Committee member Louie Gohmert (R-TX01) that amends the Endangered Species Act to prohibit the listing of non-native species in the United States as endangered or threatened.

HR 2365-U.S. Rep. Paul Cook (REP-CA8) The Desert Community Lands Act directs the Department of the Interior to convey, without consideration, to the town of Apple Valley in California the surface estate of specified land, to be known and designated as the Apple Valley Off-Highway Vehicle Recreation Area.The conveyed land may be used by the town to provide: (1) a suitable location for the establishment of a centralized, off-road vehicle recreation park; (2) the public with opportunities for off-road vehicle recreation; and (3) a designated area and facilities that would discourage unauthorized use of off-highway vehicles in areas that have been identified by the federal government, the state of California, or San Bernardino County, California, to contain environmentally sensitive land. It is supported by the AMA.
HR 857 - Rep. Paul Cook (REP-CA8)
Title: California Off-Road Recreation and Conservation Act: This bill amends the California Desert Protection Act of 1994 to, among other things:
establish or designate wilderness areas, off-highway vehicle recreation areas, and a national scenic area;
release specified wilderness study areas;
adjust national park and preserve boundaries; and
specify land withdrawals and conveyances.
Specified federal land shall be taken into trust for the Lone Pine Paiute-Shoshone Tribe.
Lands and interests in land, including improvements, outside the boundary of Joshua Tree National Park in California, may be acquired for the purpose of operating a visitor center.

HR 5727 Emery County Public Land Management Act of 2018 sponsored by U.S. Rep. John Curtis (R-UT3) to establish the San Rafael Swell Western Heritage and Historic Mining National Conservation Area in the state of Utah.
S.2809 To establish the San Rafael Swell Western Heritage and Historic Mining National Conservation Area in the State of Utah, to designate wilderness areas in the State, to provide for certain land conveyances, and for other purposes.Sponsored by U.S. Sen. Orrin Hatch
S.6939 To protect and ensure multiple use and public access to public lands in Wyoming per the request of the respective counties, and for other purposes. This legislation releases wilderness study areas in Wyoming that have been studies and found to not meet the definition of wilderness. It was introduced by U.S. Rep. Liz Cheney.

US H.R.350 RPM Act of 2017 introduced by U.S. Rep. Patrick McHenry that clarifies congressional intent to exempt racing vehicle from the Clean Air Act.
US Sen. 203 by U.S. Sen. Richard Burr that reaffirms that the EPA may not regulate vehicles used solely for competition, and other purposes. This is a companion bill for H.R. 350.
HB 5212 (U.S. Rep. Peter Welch and S2519 (U.S. Sen. Tom Udall) are companion bills referred to as the Greener Act (Growing Renewable Energy Through Existing and New Environmentally Responsible Fuels Act). They cap mandated ethanol content in the Nation's fuel supply at 9.7% and require the prioritization of cellulosic biofuel. In addition, they maintain a continuing place in the market for ethanol-free gas.
HR 350 (U.S. Rep. Patrick McHenry and S 203 (U.S. Sen. Richard Burr) are companion bills referred toas the RPM Act of 2017. They clarify congressional intent to exempt racing vehicles from the Clean Air Act.
S517 is the Consumer and Fuel Retailer Choice Act that amends the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure limitations to allow the sale of E15 during the summer months.
HR 1311-This bill amends the Clean Air Act to address the limitations on Reid vapor pressure (a measure of gasoline's volatility) that are placed on gasoline during the summer ozone season. The bill applies the Reid vapor pressure requirements that are applicable to gasoline blended with 10% ethanol (E10) to gasoline blended with more than 10% ethanol. Thus, the waiver given to E10 gasoline, which allows an increase in the Reid Vapor Pressure volatility, is extended to gasoline blended with more than 10% ethanol.
S 3604 To require a study to determine the best available estimate of the total amount of nonhighway recreational fuel taxes received by the Secretary of the Treasury. Ms. Klobuchar (for herself, Mr. Risch, Mrs. Shaheen, and Mr. Burr) introduced the following bill; which was read twice and referred to the Committee on Environment and Public Works.

H.R.777 by U.S. Rep. James F. Sensenbrenner provides for a comprehensive assessment of the scientific and technical research on the implications of the use of mid-level ethanol blends, and for other purposes.
HR 1315, RFS Reform Act of 2017, by U.S. Rep. Robert Goodlatte to amend the clean air act to eliminate requirements under the renewable fuel program, to prohibit the Administrator of the EPA from approving the introduction into commerce gasoline that contains greater than 10% volume percent ethanol.
HR 1315 (RFS Reform Act of 2017): 55 cosponsors, AMA raised concerns with the EPA regarding an E15 Misfueling Mitigation Plan, 2018 Renewable Volume Obligation and Reid Vapor Pressure.
HR 5855 Scott Austin (R-GA8)-Requres the Administrator of the Environmental Protection Agency to revise labeling requirements for fuel pumps that dispense E15 and for other purposes.
HR 5212 Sponsored by U.S. Rep. Peter Welch (D-VT) and S 2519 Sponsored by Tom Udall (D-NM) are companion bills called the "Growing Renewable Energy through Existing and New Environmentally Responsible Fuels Act (The GREENER Fuels Act). They amend the Clean Air Act to reform the renewable fuel program under that Act, and for other purposes. It caps the nation's fuel supply at 9.7% ethanol requiring the EPA to prioritize the use of cellulosic biofuel ahead of other biofuels when determining volumes below the blend wall levels.
Consumer and Fuel Retailer Choice Act is sponsored by U.S. Rep. Adrian Smith (HR 1311) and by U.S. Senator Deb Fischer (S 517). The bill would extend the Reid vapor pressure (RVP) waiver to ethanol blends above 10 percent. This would increase market access opportunities for higher blends of ethanol. It would allow retailers across the country to sell E15 and other higher-ethanol/gasoline fuel blends year-round.

S 1885 and H3388 on Autonomous Vehicles-S1885,The American Vision for Safer Transportation through Advancement of Revolutionary Technologies (AV START) Act is entended to advance the development and deployment of highly Automated Vehicles (HAV's) in a safe and responsible manner. The AV START is intended to encourage a gradual introduction of HAV technology in a way that would promote public safety and build public confidence and trust in the technology, while at the same time avoiding unreasonable restrictions on the technology into interstate commerce. The Senate bill includes motorcycles and the House bill does not. The American Motorcyclists Association prefers the Senate version. The Senate version also defines the federal role and the state role in regulating autonomous vehicles.

The Federal Trade Office has listed a 100% Tariff increase on European motorcycles and parts to leverage the European Union to allow beef imports. The tariff targets racing motorcycles and will dramatically effect dealerships and motorcycle racing events.

US H.R. 701 by U.S. Rep. Joe Wilson the "Spy Car Study Act" directs government partners and private auto manufacturers to conduct a study on security and privacy threats in motor vehicles
S 1885 by Senator John Thune was modified by a committee substitute to define federal and state roles when regulating automated vehicles. State would regulate licensing, liability and insurance. NHTSA would regulate federal motor vehicle safety standards
H.R. 3388 defines highly automated vehicles other than a commercial motor vehicle as being equipped with an automated driving system and requires the Department of Transportation to research methods and terminology that is defined in SAE J3016. Discussed with the US Sec. of Transportation concerns about autonomous vehicles and highway safety. American Motorcyclist Association raised concerns about safety on our nations highways with the National Highway Traffic Safety Administration affecting motorcyclists.

H.R.1033, Equal Access to Justice Act in the 115th Congress by U.S. Rep. Doug Collins, (R-GA9), amends the Equal Access to Justice Act and the federal judicial code to require the Administrative Conference of the United States to create and maintain online searchable databases with information about the attorney's fees and other expenses awarded to prevailing parties other than the United States in certain: (1) agency-conducted adversary adjudication proceedings, and (2) civil action court cases (excluding tort cases) or settlement agreements to which the United States is a party. AMA is interested in how it applies to environmental law.
S 378-This bill amends the Equal Access to Justice Act and the federal judicial code to require the Administrative Conference of the United States to create and maintain online searchable databases with information about the attorney's fees and other expenses awarded to prevailing parties other than the United States in certain: (1) agency-conducted adversary adjudication proceedings, and (2) civil action court cases (excluding tort cases) or settlement agreements to which the United States is a party. With respect to each award, the information must include: (1) the name of the agency involved, (2) the name of each party to whom the award was made, (3) a description of the claims, (4) the amount of the award, and (5) the basis for finding that the position of the agency concerned was not substantially justified. Under current law, the awards are made unless the position of the agency was substantially justified or special circumstances make an award unjust.

The SIGN Act (HR 2029) states that no later than 180 days after the date of enactment of this Act, the Administrator of the Federal Highway Administration shall issue a final rule that approves the use of Clearview font on positive contrast legends on guide signs.
