Reforming the current asylum system related to detention, the one year filing deadline, and terrorism related grounds of inadmissibility.
Reforming the U.S. Refugee Admissions Program (USRAP), including:
An expedited resettlement program for refugees who face imminent risks
Reforming the interagency security check process to enable more timely and effective processing of background checks, and
Institutionalizing due process safeguards in resettlement adjudications.
Supporting efforts to address the lack of effective protection for refugees who flee persecution based on sexual orientation and gender identity.
Increasing appropriations for UNHCR for refugee protection.

H.R. 4192: To amend the National Defense Authorization Act for Fiscal Year 2012 to provide for the trial of covered persons detained in the United States pursuant to the Authorization for Use of Military Force and to repeal the requirement for military custody.
H.R. 4310: National Defense Authorization Act for the 2013 Fiscal Year
Supported Amendment 1127: to eliminate indefinite military detention of any person detained under AUMF authority in U.S., territories or possessions by providing immediate transfer to trial and proceedings by a court established under Article III of the Constitution of the United states or by an appropriate State court.
Opposed Amendment 1126: to clarify that the FY 2012 National Defense Authorization Act and the 2001 Authorization for Use of Military Force (AUMF) do not deny the writ of habeas corpus or deny any Constitutional rights for persons detained in the United States under the AUMF who are entitled to such rights.
Opposed Amendment 1105: requiring that any detained foreign terrorist be tried in a military tribunal rather than in an Article III court.
S. 2175: A bill to amend the National Defense Authorization Act for Fiscal Year 2012 to provide for the trial of covered persons detained in the United States pursuant to the Authorization for Use of Military Force and to repeal the requirement for military custody.
