Labor/Reverse Morris Trust:
The ability to use an obscure corporate tax-break, known as the "Reverse Morris Trust," was the driving force behind Verizon's merger with FairPoint Communications. In an attempt to stop the merger, the IBEW urged Congress to repeal the "Reverse Morris Trust." According to the Congressional Budget Office (CBO), repeal of this provision would result in an additional $235 million of
annual income to the federal government.

Labor/Amtrak:
Workers and their unions at Amtrak had gone without a new collective bargaining agreement (CBA) for eight years. The IBEW lobbied Congress to support the findings of the Presidential Emergency Board (PEB), appointed to recommend a settlement of the CBA. The findings of the PEB provided a template for successful settlement. In addition, the IBEW has been lobbying Congress for
for an additional $114 million to fund the settlement of the CBA.

The IBEW supported a reauthorization and improvements to the expired Trade Adjustment Assistance (TAA) program. TAA is a training and income support program for manufacturing workers who have lost their jobs due to foreign competition.

The IBEW lobbied the Senate to support a provision contained in the House version of the Higher Education Act (HEA) reauthorization (S. 2733) that would help dislocated workers more easily access federal financial aid, such as Pell Grants and subsidized student loans. Labor/Energy - Climate Change:
The IBEW continued to lobby Congress, particularly the Senate, in support of the Low Carbon Economy Act of 2007 (S. 1766), also known as the Bingaman-Specter climate change bill. This legislation mandates a cap on carbon emissions along with a system for trading carbon allowances known as "cap-and-trade." Furthermore, the legislation insists that our trading partners also take steps

The IBEW lobbied Congress to see that loan guarantees as provided for under the Energy Policy Act (EPAct) of 2005 for technologies that reduce, avoid, or sequester power plant emissions continue to be available for the nuclear power industry. We also lobbied for adequate funding.

The IBEW participated in educational meetings with Congressional staff to inform them about the Davis-Bacon Act of 1931. The Davis-Bacon Act provides that workers employed on construction projects funded by the federal government must be paid wages that are prevailing in the area.

The IBEW lobbied against the Freight Rail Infrastructure Capacity Act of 2007 (H.R. 2116), legislation that provides for 25% tax credit on rail infrastructure improvements made by freight railroad companies, because it did not contain Davis-Bacon enabling language.

The IBEW lobbied Congress to oppose the Columbia Free Trade Agreement (FTA). Columbia is the most dangerous place in the world for trade unions. More union leaders have been murdered in Columbia than any other nation. Furthermore, although labor and environmental standards have been negotiated into the Columbia FTA, the Bush Administration is not expected to enforce them.
