Support H.R. 8467, the Farm, Food, and National Security Act of 2024. Issues relating to the timing of passage of H.R. 8467 and the need for an extension of the current authorizing law, Public Law No: 115-334 (2018 Farm Bill).
Support the Plant Protection Act Section 7721 pest and disease management program and the National Detector Dog Team program provisions included in H.R. 8467, the Farm, Food, and National Security Act of 2024.
Support Section 10205, State Authority, included in H.R. 8467, the Farm, Food, and National Security Act of 2024, that amends Section 24 of the Federal Insecticide, Fungicide, and Rodenticide Act (7 U.S.C. 136v) to clarify and provide uniformity to the regulations for the sale, distribution, labeling, application, or use of any pesticide or device that is subject to regulation by a state or the federal government.

R. 9027, making appropriations for Agriculture, Rural Development, Food and Drug Administration, and Related Agencies for FY 2025 and issues relating to funding levels for USDA APHIS Specialty Crop pests, USDA-APHIS Fruit Fly Rearing Facility at Joint Forces Training Base, Los Alamitos, CA, additional federal support to attain 50:50 cost share for County - USDA APHIS Wildlife Services programs, and USDA cooperation with NIST to develop transparent measurement standards for carbon in soils.
Issues relating to the invasive species nutria in California and the need for timely and adequate federal funding for eradication and control programs at the level authorized in the Nutria Eradication and Control Act (P.L. 116-186) in H.R. 8998, making appropriations for the Department of the Interior, environment, and related agencies for FY 2025.

Issues relating to the joint explanatory statement accompanying Division A of the Consolidated Appropriations bill for FY 2023 where the House and Senate Appropriations Committees directed USDA to submit a report to the Committees within 1 year of enactment regarding the National Detector Dog Training Center's role in protecting the domestic agriculture sector from pests and diseases.
Issues relating to report language in S. 4690, making appropriations for Agriculture, Rural Development, Food and Drug Administration and Related Agencies, about crop damage in California caused by pests, including citrus thrips, that cause scarring on fruit that makes it less marketable, as well as quarantines resulting from Oriental and Queensland Fruit flies. The fruit fly quarantines specifically prevented farmers from being able to bring their crop to the fresh market. Options for the Secretary of Agriculture to exercise include disaster response and grower assistance.
