H.R. 497 / S. 598: The BRAVE Act - Burial Rights for Americas Veterans Efforts Act of 2019
The BRAVE Act is designed to improve existing benefits for veterans meeting eligibility requirements
Ensures that all non-service-connected veteran deaths are treated equally, regardless of where a veterans death occurs
Maintains distinction between service-connected deaths and non-service-connected deaths
Indexes all three benefits for inflation to alleviate the need for further adjustments from Congress.
The BRAVE Act makes the following modifications:
A. Currently: $2,000 for death from service-connected disability
Change: Index for inflation
B. Currently: $780 for non-service-connected death in a VA Department facility
Change: None; currently indexed for inflation
C. Currently: $300 for non-service-connected death or veterans with no next of kin, death not in a VA facility
Change: Raise to equal death in a VA facility and index for inflation.

H.R. 1835: The CDRI Act - The Consensual Donation and Research Integrity Act of 2019
H.R. 1835 was introduced to ensure the consensual donation and respectful disposition of human bodies and non-transplantable human body parts donated for education, research and the advancement of medical, dental and mortuary science for research purposes by amending the Public Health Service Act (42 U.S.C. 301 et seq.).
Deals with non-transplant body and tissue donations and does not impact organ donation by creating standards for:
Registration: Anyone who acquires or transfers a human body or human body part for education, research, or the advancement of medical, dental or mortuary science (and not for use in human transplantation) must register with the Secretary of Health & Human Services.
Inspection: The Secretary shall inspect the registrants premises at regular intervals.
Chain of Custody: A registrant shall compile or maintain a record for each case.
Labeling and Packaging: All human bodies and human body parts must be labeled and packaged in accordance with applicable laws.
Disposition: Proper disposition of a human body or human body part will take place by returning it to a donors relative or personal representative or carrying out the final disposition.
Fees: A fee for registration and renewal shall be established and reviewed annually based on the projected cost of implementing and enforcing this section (including inspections).
Violations: Any person found in violation shall be fined in accordance with title 18, United States Code, and the Secretary may suspend or revoke their registration.
