H.R.2641.EH - THE IBEW supported an $18.5 billion appropriation in the 2009 Energy and Water bill to provide loan guarantees for the construction of nuclear power plants. The loan guarantee program is authorized by the 2005 Energy Policy Act and available for any technologies that reduce, avoid or sequester power plant emissions. The construction of nuclear power plants are properly eligible, as electricity generated by nuclear power emits no greenhouse or other gases.

U.S. Air Force Award to EADS/Northrop Grumman for a New Aerial Refueling Tanker: The IBEW opposed the recent decision by the U.S. Air Force to award a $40 billion contract to the European Aeronautic Defense and Space (EADS) Company, along with Northrop Grumman, to build 179 refueling tankers based on the Airbus A330.
IBEW specifically asked Congress to
- Conduct a full investigation of the circumstances surrounding the awarding of the tanker contract to a foreign contractor. - Conduct additional hearings on the scope, nature, and quantity of waivers granted by the Administration.
- Defund the award of the Air Force's contract to EADS/Northrop Grumman.

S.3036 - Climate Change Legislation:The IBEW lobbied the Senate stating it did not support the Lieberman-Warner Climate Security Act of 2008, legislation that would institute a cap-and-trade system for carbon intensive industries. The IBEW supported the inclusion of the IBEW-American Electric Power trade provisions from the Low Carbon Economy Act (S.1766), the insertion of the
Davis Bacon prevailing wage language, and the inclusion of a worker assistance program for those displaced by climate change
legislation. However, the IBEW continued to be extremely concerned about the bill's overly aggressive targets and timetables for CO2 reduction, its lack of cost containment provisions, and its failure to address preemption issues with the state governments that many have their own cap-and-trade programs.

The IBEW lobbied Congress in support of the Taxpayers Responsibility, Accountability, and Consistency Act (H.R. 5804); legislation designed to significantly limit an employer's ability to deliberately misclassify workers as independent contractors. Unscrupulous employers who wrongfully misclassify employees, deprive workers of legitimate protections under federal and state labor laws and cost those same governments billions of dollars in revenue each year.

Unemployment Compensation: The IBEW urged Congress to pass the Emergency Extended Unemployment Compensation Act of 2008 (H.R. 5749), bipartisan legislation that would extend unemployment benefits 13 weeks for laid-off workers in all states, and an additional 13 weeks for those in high unemployment states. Extending unemployment benefits during an economic downturn helps mitigate its effects on all by assisting those who need it the most.

Green Jobs Act: The IBEW supported full funding for the Green Jobs Act - knows officially as the Energy Efficiency and Renewable Energy Worker Training Program, Title X of the Energy Independence and Security Act of 2007- as contained in the Labor, Health and Human Services Appropriation for fiscal year 2009. Title X is an initial pilot program to identify needed skills, develop training programs, and train workers for the jobs in a variety of "green" industries such as energy efficient construction,
retrofit of existing buildings, renewable electric power, energy efficient vehicles, biofuels and related manufacturing. Additionally, the IBEW supported efforts to retain a section of the authorization that provides unions, including joint labor-management training programs, an opportunity to participate.

Infrastructure/School Construction: The IBEW urged Congress to support the 21st Century High-Performing Public School Facilities Act (H.R.3021) and it companion, the Loebsack-Kildee Education and Labor Committee substitute. The average American school in use today is over 50 years old and many have leaky roofs, faulty electrical systems, and outdated technologies. H.R.3021 and its substitute would provide up to $6.4 billion of direct investment for critical school repairs.

Desert Rock Energy Project: The IBEW lobbied the Senate and Natural Resources Committee in support of the Desert Rock Energy Project, a coal-fired electric generating station proposed for the northwestern New Mexico on land held by the Navaho Nation. The IBEW requested the Committee ask the Environmental Protection Agency to issue long-awaited permits for the plant.

Amtrak- The IBEW lobbied conditionally in support of the Passenger Rail Investment and Improvement Act (S.294), legislation that reauthorize's Amtrak. Though supportive of the underlying legislation, the IBEW remains very concerned about privatization provisions contained in the proposed legislation. IBEW also supported full funding of the Fiscal Year (FY) 2009 Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, an annual appropriations bill that funds Amtrak.

Proposed Changes to Section 420 of the Internal Revenue Code: The IBEW lobbied the Senate Health, Education, Labor, and Pensions Committee in opposing proposed changes to Section 420 of the Internal Revenue Code that would permit employers with over funded pension plans to use excess dollars to help pay health care costs for working employees. Currently, Section 420 only permits excess plan funding to be used for retiree health care.
