H.R.6170 "Saving Essential American Sailor (SEAS) Act-A bill to amend Title 46, United States Code to reinstate provisions requiring that a percentage of aid provided by the Secretary of Agriculture or the Commodity Credit Corporation in the form of certain agricultural commodities or their products must be transported on commercial vessels of the United States. This bill would restore the 75 percent U.S. flagPL-480 allocation and the Ocean Freight Differential.
This bill has both Democratic and Republican co-sponsors.
H.R. 10- " Regulations from the Executive
H.R. 4348: MAP-21- "Surface Transportation Extension Act" - Amended during conference: "An act to authorize funds for federal-aid highways, highway safety programs, and transit programs.
H.R. 6082- "Congressional Replacement of President Obama's Energy-Restricting and Job Limiting Offshore Drilling Plan- A bill to officially replace, within the 60-day Congressional review period under the Outer Continental Shelf Lands Act. A Congressional Plan that will conduct additional oil and natural gas lease sales to promote offshore energy development, job creation and increased domestic energy production to ensure a more secure energy future in the United States, and for other purposes.
H.R. 6083- "Federal Agriculture Reform and Risk Management Act of 2012- A bill to provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2017, and for other purposes.
S. 1665- "Coast Guard Authorization Act for Fiscal Years 2012 and 2013- "A bill to authorize appropriations for the Coast Guard for fiscal 2012 and 2013.
Attended a Subcommittee on Coast Guard and Maritime Transportation hearing on "Tenth Anniversary of the Maritime Transportation Security Act: Are We Safer?"
Attended a Subcommittee on Coast Guard and Maritime Transportation hearing on "Maritime Domain Awareness.
Met with maritime industry coalitions on numerous occasions regarding the issues of Cargo Preference requirements, Piracy, P.L.480 (Food for Peace Program), Harbor Maintenance Tax, and Jones Act waivers. These meetings prompted break-out meetings to various House and Senate members and their staff on the House Transportation and Infrastructure committee, House Agriculture committee, House Foreign Affairs committee, Senate Agriculture, Nutrition and Forestry committee, Senate Appropriations committee and the Senate Foreign Relations committee.
Met with the Maritime Administration (MARAD) and Department of Transportation (DOT) staff members on various issues concerning the membership of American Maritime Officers, like, Cargo Preference, P.L.-480 Program, Title XI (Shipbuilding Loan Guarantees), Ship disposal and the Maritime Security Program.
Met with the United States Coast Guard on various issues concerning the membership of American Maritime Officers, mariner licensing and medical documentation, mariner and vessel protection, piracy and Great Lakes ice-breaking.
There were non-active periods in July, August and September (July 1-8, August 4- Sept. 9 and September 22-30) of 2012.
