FY 2015 Budget Resolution - provisions to increase the Department of Veterans Affairs health care budget with regard to budget reconciliation, legislation, blue collar pay, white collar pay, minimum wage, retirement, part-time annuity computations, and compensatory time.
FY 2015 Budget Resolution - conference agreement providing for an increase for veterans health care programs. Lobbied against H. Con. Res. 96 that would negatively impact federal employees' retirement by workers paying additional 5.5% of salary toward retirement; working conditions by replacing one employee for every three who leave; elimination of student loan reimbursements; continued and increased staffing cuts; privatizing of more airport screening jobs and reduction in benefits for on the job injuries.
FY 2015 Homeland Security Appropriations - provisions on funding for Customs and Border Patrol, Immigration and Customs Enforcement, Citizenship and Immigration Services, and Federal Emergency Management Agency. DHS Personnel Plan - provisions to halt the Administration's plan to reduce the Federal Protective Service workforce. Retention of longstanding prohibitions against the use of the OMB Circular A-76 process in the Coast Guard's National Vessel Documentation Center (NVDC) and on certain positions in the Citizenship and Immigration Services (CIS) related to investigation and adjudication of immigration rights and benefits.
FY 2015 Military Quality of Life/Veterans Affairs Appropriations - provisions to provide funding for VA health and benefits programs, and contracting out.
FY 2015 Interior and Environmental Appropriations - provisions on contracting out of federal employee jobs.
FY 2015 Labor-HHS-Education Appropriations - provisions on contracting out, cuts in funding for job training and employment services, college aid for students, rural health care services, funding for the National Institutes of Health and contracting out at NIH, and the increase in Social Security Administration's administrative budget to ease processing backlog of disability claims.
FY 2015 Financial Services Appropriations - contractor compensation provisions to make the A-76 process less unfair to federal employees and more accountable to taxpayers, establish a reliable contractor inventory, and promote insourcing. Lobbying to ensure A-76 prohibitions and the DoD cost comparison requirement be retained in comparable Senate bills and conference reports.
HR 5016, Grayson Amendment--to ensure the federal employees' pay scale provide for a minimum of $10;10 per hour.
FY 2015 Commerce-Justice-Science Appropriations - amendment to prohibit funds from being used to close or consolidate any EEOC office or make any reductions in force stemming from workforce repositioning, restructuring, or organizing of the EEOC; to continue with provision preventing use of CJS funds for A-76 competition for BOP/FPI work; and funding for BOP "Salaries and Expenses" as it relates to prison inmate overcrowding; correctional understaffing; and the ever increasing prison inmate assaults showing the need to improve safety and security at BOP institutions. Lobbied for introduction of S 2309, Eric Williams Correctional Officers Protection Act of 2014 and continued lobbying efforts on S 1410, Smarter Sentencing Act of 2014.
Continued lobbying on need for funding for of the Building and Facilities account for modernization and repair of existing BOP institutions, including the continued delay in construction of new female prison inmate facility at the Federal Correctional Institution in Danbury, CT. Ensure there is no provision for funding for new Criminal Alien Requirement (CAR) prison beds owned by private prison companies to incarcerate illegal/undocumented immigrants.
FY 2015 Agriculture Appropriations - provisions on contracting out of federal employee jobs and funding cuts for the Food
Safety and Inspection Service.
House FY15 Energy and Water Appropriations - Lobbied against Blumenthauer and Swalwell amendments to bill that would cut funding for fossil fuel research conducted at National Energy Technology Laboratory (NETL).
FY 2015 Defense Appropriations - lobbied on issues of concern to civilian personnel related to sourcing and workforce management.
Lobbied for support of Rep Donna Edwards' legislation to repeal the draconian increase in federal employee retirement contributions for those hired in 2013 and beyond.
Lobbied against any amendments that would have a detrimental impact on the Federal Prison Industries prison inmate work program.

FY 2015 Defense Appropriations and Authorization - provisions on contracting out and downsizing of federal employee jobs. Civilian employee furloughs and contractor provisions related to programs and policies impacting industrial facilities, specifically related to depot maintenance, arsenals, and organic facilities.
Lobbying to include more favorable language on direct conversions and contractor inventories and to lift the cap on civilian employees.
FY 2015 Financial Services Appropriations bill - provisions regarding pay, benefits, and sourcing, and to retain government-wide prohibition against A-76.
FY 2015 National Defense Authorization (NDAA).
Lobbied for amendments that would prevent arbitrary downsizing, sourcing, and workforce management of the civilian workforce:
--Senate NDAA Amendment 3432, Cardin--extending cap on service contract spending to offset cap on civilian workforce.
--Senate NDAA Amendment 3419, Walsh-Tester--requiring DoD adoption of Army checklist in order to prevent illegal privatization.
--Senate NDAA Amendment 3644, Begich--treating Non-Appropriated civilian employees the same as Appropriated civilian employees only for purposes of privatization.
--Senate NDAA Amendment 3756, Hirono--requiring DoD to use its own cost comparison process to assign new work on the basis of cost-efficiency.
Lobbied against:
Jenkins (KS) Amendment - to force DoD to use contractors for the performance of inherently governmental functions regardless of the risk to the public interest.
HR 4257 to slash the size of DoD civilian workforce by 15%, or almost 120,000 positions. Lobbied against the bill because it would not reduce the Departments workloadinstead, DoD would do the same with less.
--DoD's compliance with Section 955 of the FY13 NDAA, specifically, the arbitrary cuts in the civilian and service contract workforces and the burden on the Department.

Funding cut of meat and poultry inspection program and recommendations to further expand that inspection program putting plant managers, not inspectors, in charge of quality control and contamination.
Continued lobbying against proposed Modernization of Poultry Slaughter Inspection--slaughter inspection rule. Additionally, lobbied against partially privatizing the inspection system; reducing the number of FSIS Inspectors from 4 to just 2 inspectors; and permitting faster line speeds than are allowed under the traditional inspection systems.

FY 2015 Financial Services and General Government Appropriations - amendment to prohibit bill from being used to implement the pro-contractor revision of OMB Circular A-76; Civil Service Reform; contracting out; blue collar pay; minimum wage; federal retirement systems; union representation; and contractor compensation caps.
HR 3278 and S 1809, bills to overturn the Conyers decision on the due process of federal employees holding sensitive positions. Lobbied to gain cosponsors for both bills.
S 1276 -- Security Clearance Oversight and Reform Enhancement Act (SCORE) providing oversight on use of funds OPM uses to fund security clearance background investigations and requirement that OPM fire any federal worker who engaged in misconduct while conducting background investigations with no appeal rights.
S 47 - Violence Against Women Reauthorization Act of 2013 - provisions aimed to reduce funding levels and lessen protections for victims of domestic violence.
S 1486, Postal Reform Act of 2014, lobbied in support of Tester Amendment #2, to strike Title V of S 1486, the title relating to FECA; and Tester Amendment #3, to apply the Title V changes to FECA only to federal employees hired after the date of enactment of S 1486.
HR 4306, the Federal Adjustment of Income Rates Act - to provide both General Schedule and wage-grade federal employees a 3.3% pay raise in 2015.
HR 2450, the Locality Pay Equity Act - to prohibit OPM from defining more than one local wage area for prevailing rate (blue collar) employees within a General Schedule pay locality.
HR 4964, the Senior Access to Social Security Act of 2014 - lobbied in support of Social Security Administration continuing to provide Social Security number print outs and continue to provide benefit verification forms.
H. Res 97, lobbied that the government should preserve paper-based services for millions of Americans who cannot access technology or don't like it, thereby preserving the right of Americans to receive paper information and services unless they choose the digital option.
HR 3997, SSA Accountability Act of 2014, lobbied to keep the SSA field offices and trained in-person staff available to respond to the needs of beneficiaries and not having to go online as the only means of service.
HR 3382, the Smarter Sentencing Act of 2014 - lobbied to curb the explosive growth of the BOP prison population by helping to reduce lengthy sentences for those convicted of non-violent drug offenses thereby making it safer and more secure workplace.
HR 5106, lobbied against Meadows Amendment to prohibit payroll deduction of union dues for federal employees who are already members.
Letter to Senate in support of the nomination of Carolyn Colvin as Commissioner of Social Security Administration.

FY 2015 THUD Appropriations - lobbying on Gingrey (GA) amendment in House to eliminate official time for all federal employees in agencies covered by the bill (Transportation, HUD, Merchant Marine Academy, FAA, and NTSB).
S 815, the Employment Nondiscrimination Act of 2013 (ENDA), lobbied for extension of worker protections against discrimination to all workers. This would include hiring, firing, and other personnel actions based on race, religion, gender, national origin, age, and disability. This would also include sexual orientation or gender identity.
HR 3474 portion of tax extenders package, Toomey (PA) amendment to restore tax fairness to certain BOP correctional officers by providing an exemption from the 10% penalty tax on early distributions from Thrift Saving Plan fund for BOP correctional officers who retire before age 55.
Lobbied for Schumer legislation to address Social Security Administration field office closings leading to vital service reductions as outlined in its Vision 2025 report. Plan to go to an exclusively on-line system for the public to get help instead of talking directly to a qualified, trained staff. Raised these concerns for discussion during Acting Commissioner Carolyn Colvin's nomination hearing.

Lobbied against Blumenauer and Swalwell amendments to House FY15 Energy and Water Appropriation Bill that would cut funding for fossil fuel research conducted at National Energy Technology Laboratory (NETL).
HR 3080, Water Resources Development Act, lobbied against Young/Petri amendment that would prevent the Corps of Engineers (CoE) from using lower-cost, higher-performing alternatives to contractors for surveying and mapping functions.

HR 1907 - the Nurse Staffing Standards for Patient Safety and Quality Care Act of 2013.
HR 2785 - to extend veterans' preference rights to over 80,000 VA health care employees (both HR 2785 and S 1320).
S 928, Claims Processing Improvement Act of 2013 - lobbying to establish a working group to improve work credit and work management systems of the Veterans Benefits Administration (VBA) and mandate of additional help to veterans to secure federal records.
S932, Putting Veterans Funding First Act. to ensure more stable funding by extending advance appropriations to the Veterans Benefits Administration (VBA), National Cemetery Administration (NCA), and other VA programs, services, and benefits.
Lobbied for HR 3230/S 2450, Veterans' Access to Care Through Choice, Accountability, and Transparency Act of 2014, in particular emergency funding for the VA. These bills provide a comprehensive, balanced, and evidence-based approach to improving health care access to our veterans and ensure fair evaluation of VA frontline physicians' performance and the critical emergency funding necessary.
HR 4399, Comprehensive Department of Veterans' Affairs Performance Management and Accountability Reform Act of 2014 - lobbied against its drastic changes to market pay and performance pay elements that would adversely affect recruitment and retention of front-line clinicians providing direct care to our veterans.
HR 4810, the Veterans Access to Care Act of 2014, specifically, lobbied against the portion requiring VA utilize a single approach to expanding access by allowing contractors to handle inpatient and outpatient veterans' care. Also against provisions to ban all bonuses and awards to VA employees.
Lobbied for S 1556/HR 4580, Improving Clinical Care Workforce for Our Vets - provisions restoring equal bargaining rights, significantly strengthening VA's ability to recruit and retain health care professionals, and cutting down on turnover and contract care costs.
HR 5229, the Wounded Warriors Federal Leave Act of 2015, to ensure veterans with a service connected disability rating of 30 percent or more with 104 hours of "disabled veteran leave (leave)" at the beginning of their employment.
Continue lobbying efforts on legislation to:
--Provide and expand title 38 bargaining rights;
--Provide emergency funding for VA health care.
--Provide VA Canteen Service employees with Title 5 rights to appeal terminations.
--Request for oversight of VA health care personnel issues, including recruitment and retention of VA physicians and registered nurses.
--Expand veterans preference rights for Title 38 employees.
--Mandate a new work credit system for VBA employees based on a data driven time motion study.
--Issue a moratorium on VA spending on any downgrades of employees before a study can be done to determine the impact on protected EEO classes.
--Introduction of a resolution designating September 22-28 as Federal Nurses Week.
