"Water Resources Development Act" (S. 601) and "Water Resources Reform & Development Act" (H.R. 3080): Legislation that would authorize and establish funding levels for projects carried out by the U.S. Army Corps of Engineers pertaining to inland and intra-coastal waterways and ports/harbors. In general, the organization supports reauthorizing the WRDA as a means to ensure waterborne transportation remains efficient, reliable and competitive. (continued)
More specifically, the organization supports efforts to improve the transparency of mitigation projects along the Missouri River as part of WRDA. The organization urged congressional support of the WRDA conference report.

Passage of a comprehensive, multi-year farm bill was a priority of the organization. The organization supported the Agricultural Act of 2014 Conference Report. Among other purposes, the new farm bill strengthens the federal crop insurance program, offers a choice of safety net options within the commodity title, and reinstates disaster assistance programs for livestock producers. It also encourages working lands conservation, rural development and agricultural research investments.
The organization urged congressional support for prioritizing implementation of disaster assistance programs reinstated in the 2014 Farm Bill.
The organization is monitoring implementation of various provisions in the 2014 Farm Bill. Of specific interest to the organization is implementation of the Livestock Forage Program and the Livestock Indemnity Program.

Marketplace Fairness Act of 2013 (S. 336/H.R. 684): Legislation that would allow each member state under the Streamlined Sales and Use Tax Agreement to require all sellers not qualifying for a small-seller exception to collect and remit sales and use taxes with respect to internet sales. Remote sellers with less than $1 million annual sales are excluded; those who are above the threshold would be provided software for collecting the tax. (continued)
The organization supports fair competition between local and main street retailers and internet-only sellers.
Tax Reform: The organization supports replacing the current federal income tax with a system that is simple, transparent, revenue-neutral and equitable. As such, we are closely monitoring discussions in the House Ways and Means Committee and the Senate Finance Committee. Furthermore, the organization supports extending several tax provisions that lapsed at the end of 2013 (e.g. section 179 small business expensing, bonus depreciation, the cellulosic biofuel producer tax credit, etc.). The organization supports passage of H.R. 4718 which would make 50 percent bonus depreciation permanent. We support maintaining current cash accounting rules for farmers and ranchers.

FY 2015 Agriculture, Rural Development, Food and Drug Administration and Related Agencies Appropriations Bill: Legislation that provides funding for the U.S. Department of Agriculture and Food and Drug Administration. Of interest to the organization are funding for USDA's Agriculture in the Classroom program and provisions affecting the administration of farm and conservation programs, animal health and meat inspection programs, and Packers and Stockyards Act regulations. The organization supports provisions in the Energy and Water Appropriations bill prohibiting funding of the Missouri River Ecosystem Restoration Plan (MRERP) as well as the Missouri River Authorized Purposes Study (MRAPS).

Reducing Regulatory Burdens Act of 2013 (H.R. 935) and "Sensible Environmental Protection Act of 2013" (S. 802): Bills that amend the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (CWA) to clarify that CWA permits are not needed when a pesticide is applied in accordance with a FIFRA-approved label. The organization is concerned about the potential for duplicative permitting requirements, thus approves of the proposed clarification.

Immigration Reform: Comprehensive immigration reform is of interest to the organization because each year farmers and ranchers hire and employ approximately one million workers, some of whom are foreign-born. The organizations member-adopted policies emphasize the importance of securing our borders and enforcing existing immigration laws while also recognizing the need for a more viable worker program for agriculture. The organization supports the agricultural provisions contained in S. 744 the "Border Security, Economic Opportunity, and Immigration Modernization Act" and continues to ask for action in the House of Representatives.

Oil Spill Prevention, Control, and Countermeasures (SPCC) Rule: A regulation enforced by the Environmental Protection Agency concerning above- and below-ground storage of oil, fuel, etc. Facilities with certain quantities of oil/fuel storage must complete and implement a spill control plan to use in the event an emergency would occur. It is of interest to the organization because farms and ranches often have fuel storage areas and could therefore fall under the regulation.

Home Heating Emergency Assistance Through Transportation (HHEATT) Act of 2014 (H.R. 4076): The organization supported H.R. 4076 as a means to help provide emergency relief in response to the propane shortage. More specifically, the bill (now law) provided a guaranteed extension of the Department of Transportations (DOT) Hours of Service waivers until May 31, 2014.

Electricity Security and Affordability Act (H.R. 3826): The legislation would prohibit the Environmental Protection Agency (EPA) from establishing a performance standard for greenhouse gas emissions from any new source that is a fossil fuel-fired electric utility generating unit unless specific requirements are met. The organization supports H.R. 3826. (continued)
Farmer Identity Protection Act (S. 1343): Legislation to prohibit the EPA or any EPA contractor from releasing private and confidential information of livestock and poultry farmers to the public. The organization supports S. 1343 and a similar bill in the House of Representatives, H.R. 4157.
Waters of the United States Proposed Rule: The organization has serious concerns about the proposed rule issued by the Environmental Protection Agency and Army Corps of Engineers to define the scope of waters protected under the Clean Water Act as well as the Interpretive Rule Regarding the Applicability of Clean Water Act Section 404(f)(1)(A). The organization urged congressional support for the Collins-Schrader "Dear Colleague" letter to the agencies. The organization is also supportive of legislative efforts to address our members' concerns with the proposed rule and interpretive rule.

Trade Negotiations: The organziation is monitoring the Trans Pacific Partnership and Trans Atlantic Trade and Investment Partnership negotiations. (continued)
Improving market access for all U.S. agricultural commodities and products and resolving santitary and phytosanitary trade barriers are our priorities. The organization has supported congressional efforts to urge the Obama administration to make market access and trade barrier resolution priorities as well, particularly with regard to Japan.
