NCA lobbied for H.R. 863, the Simplifying Technical Aspects Regarding Seasonality Act of 2015. This bill will simplify compliance with the Affordable Care Acts for private clubs that hire seasonal workers. Without this legislation, clubs will likely encounter unintended compliance errors with the healthcare law and their seasonal employees.

NCA lobbied on behalf of H.R. 30, the Save American Workers Act, and S. 30, the Forty Hours is Full Time Act. These bills will change the definition of full-time employee found in the Affordable Care Act from one who works 30 hours per week to one who works 40 hours per week. With this change, NCA members will minimize health insurance costs that otherwise could cause them to reduce hours for employees or layoff workers. NCA also lobbied for H.J. Res. 29 and S.J. Res. 8, a Joint Resolution of Congressional Disapproval for the new NLRB union election rule. The new rule would allow union organizing elections to take place within 10-15 days from the date a union petition is filed with the NLRB. Such a limited amount of time between filing the petition and holding the election would mean employers would have no chance to prepare for a union election and employees would have no time to learn all of the facts of union representation before having to vote. The measure passed the House and Senate but was vetoed by the President.

NCA lobbied the EPA to remove and amend it proposed Waters of the U.S. Rule. The rule could place golf course waterways and ponds under the control of the Clean Water Act for the very first time. Should this regulation go forward without any changes, private golf and country clubs would be forced to refrain from using certain chemicals and fertilizers without first securing permits from the EPA. In addition to permitting requirements, this new rule would add numerous regulatory burdens on clubs that could impact their bottom lines and cause a loss of jobs in the club industry.

NCA lobbied for H.R. 928/S. 183, a bill to repeal the annual tax imposed on health insurance providers for selling insurance policies. This health insurance tax is found in the Affordable Care Act and the cost will be passed on to those purchasing the insurance policies. Thus, it is a new tax on private clubs that will further impact their bottom lines and potentially lead to job losses in the club industry.
