To amend the Medicare, Medicaid, and SCHIP Extension Act of 2007, to extend until April 1, 2009, the moratorium on certain restrictions relating to Medicaid coverage and payments to local school districts for Medicaid school-based administration and school-based transportation, including specific Medicaid regulations, if the restrictions are more restrictive in any way, than those applied to these areas as of July 1, 2007

To amend Title XIX, Medicaid, and Title XXI State Children's Health Insurance Program (SCHIP) of the Social Security Act, to improve provisions for Medicaid services through an educational program or setting for children, to establish requirements of health care for children, including those with special needs, and related administrative and transportation costs covered under Medicaid.
