The IBEW urged Congress to codify the Clean Air Interstate Rule (CAIR), a regulation promulgated by the Environmental Protection Agency to reduce Sulfur Dioxide and Nitrogen Oxide emissions from fossil fuel-fired electric generating stations in the eastern United States. CAIR had recently been vacated by the US Court of Appeals in a case known as North Carolina v. EPA.

The IBEW met with Majority and Minority Staff on the Senate Foreign Relations Committee to discuss the development of a Green Technology Energy Fund in order to encourage the deployment of clean energy goods, technologies and services throughout the world as a means to generate U.S. domestic jobs. Specifically, we support the inclusion of nuclear technologies for this proposed program as electricity generated by nuclear power plants emit no greenhouse gases.

H.R.5804- We have lobbied in favor of bill HR5804 regarding independent contractors and misclassified workers. This bill would end the safe harbor provisions that stop the IRS from determining employment status. We asked several members to support and cosponsor the legislation.

The IBEW continues to participate in educational meetings with congressional staff to inform them about the Davis-Bacon Act of 1931, Legislation that requires workers employed on construction projects funded by the federal government be paid wages no less than the prevailing wage for that craft in the geographical area. As well, to have Davis-Bacon provisions added to any bill with infrastructure in it that is federally assisted.

We have lobbied in favor of World Trade Center healthcare for first responders. There were 55,000 first responders who at risk to their own health went to ground zero and helped after the attack. Many helped for days and weeks during efforts to find survivors. A vast number of these responders are now having serious and often life threatening health issues from the time they spent at ground zero. It is our belief that these men and woman are owed by our country and should have their health issues for life taken care of.

We have lobbied in favor of unemployment extensions and economic stimulus such as infrastructure investments to create jobs. We believe that the downturn in the economy forces a shortage of construction dollars stopping new construction projects in many parts of the country. For workers who are affected by this, we need unemployment extensions. In order to jumpstart the economy and get people working, we need an economic stimulus package that puts workers back to work.
