The association follows the federal budget and appropriations process as it relates to agencies, and their respective policies, that have
jurisdiction over rural telecommunications matters. Primarily the association monitors the Federal Communications Commission
(FCC), the National Telecommunications and Information Administration (NTIA), and the Rural Utilities Service (RUS), and the
budget, programs, and policies of each. During the reporting period NTCA focused particular attention on the following:

H.R. 5973 - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2013 - Sections relating to Rural Utilities Service and Rural Business Cooperative Service
H.R. 6020 - Financial Services and General Government Appropriations Act, 2013 - Sections dealing with Federal Communications Commission
S 2323 - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2013 - Sections relating to Rural Utilities Service and Rural Business Cooperative Service

needs and capabilities and that have far different economies of scale and competitive opportunities than larger carriers. During the
