H.R. 2647 - "National Defense Authorization Act for Fiscal Year 2010" to authorize appropriations for fiscal year 2010 for military activities of the Department of Defense for military construction and for defense activities of the Department of Energy to prescribe military personnel strengths for such fiscal year, to provide a special pays and allowances to certain members of the Armed Forces, expand concurrent receipt of military retirement and VA disability benefits to disabled military retirees and for other purposes.

Amendment Purpose: An amendment numbered 24 printed in House Report 111-182 to require the Secretary to provide embarked military personnel on board U.S.-flagged vessels carrying Government-impelled cargoes in regions at high risk of piracy. S. 588 - "Cruise Vessel Security and Safety Act of 2009" - To amend the title 46, United States Code, to establish requirements to ensure the security and safety of passengers and crew on cruise vessels, with an amendment in the nature of a substitute. Section 4 (B), (allows United States Coast Guard personnel) To act as environmental observers for the purpose of... would have possibly conflicted with a special program in Alaska in which some AMO members work under. Lobbied members & staff of the Senate Commerce, Science, and Transportation committee.
S. 1024 - "Great Lakes Icebreaker Replacement Act" - Authorizes appropriations to the Secretary of Homeland Security for necessary expenses of the Coast Guard relating to the design, acquisition, and construction of a combined buoy tender-icebreaker to replace icebreaking capacity on the Great Lakes. Section 1, Sec. 2 and Sec. 3. Lobbied members and staff of the Senate Commerce, Science, and Transportation committee.
S. 1194 - "Coast Guard Authorization Act for Fiscal Years 2010 & 2011" - Title I: Authorization, Authorizes appropriations for FY2010-FY2011 for the Coast Guard, including for: (1) operation and maintenance; (2) acquisition, construction, renovation, and improvement of aids to navigation, shore and offshore facilities, vessels, and aircraft. Lobbied members and staff of the Senate Commerce, Science, and Transportation committee.
Maritime Security Program: Worked with other U.S. maritime labor and industry interests to secure Democratic and Republican signatures on House and Senate "Dear Colleague" letters in support of the Maritime Security Program (MSP) for FY 2010.
Met with the Maritime Administration (MARAD) and Department of Transportation (DOT) staff members on various issues concerning the membership of American Maritime Officers.P.L.-480 Program, Title XI (Shipbuilding Loan Guarantees), Ship disposal and the Maritime Security Program.
Met with the United States Coast Guard on various issues concerning the membership of American Maritime Officers, mariner licensing and medical documentation, mariner and vessel protection, piracy and Great Lakes ice-breaking.
Met with the Department of Defense (DOD) regarding the U.S. Navy's Military Sealift Command and issues pertaining to contract mariner jobs.
