Met with Congressional members in the House and Senate to discuss alternatives to Medicaid block granting, global spending limits and to the "Chained" CPI for determining Social Security COLA increases as methods to reduce federal spending.
Supported the proposal of the Coalition for Health Funding (CHF) for Function 550 program funding within the FY 2012 federal budget and a Coalition letter to the Senate and House Appropriations Committees urging recognition of health, education and job training programs as critical national priorities as they determine final 302 (b) allocations for the FY 2012 Labor-HHS-Education Appropriations bill and that they not be further cut.
Supported the Independent Budget for the Department of Veterans Affairs (VA) budget recommendations for VA and related agencies serving veterans for FY 2012.
Urged members of Congress to support full FY 2012 funding for Social Security Administration to ensure continuing progress at reducing the growing backlog of disability determination hearings around the country.
Discussed with legislative staff the potential impact of the budget proposal of House-approved FY 2012 budget on programs for veterans and people with disabilities.
Met with members and staff in both the House and Senate to discuss budget proposals and deficit reduction strategies and their implications for people with disabilities.
Met with staff from the Joint Select Committee "Super Committee" to talk about possible reductions in federal spending and changes to the entitlement programs -- Social Security, Medicare and Medicaid -- and their impacts on disability populations.
Wrote to members of the Joint Select Committee on Deficit Reduction on behalf of the National Disability Leadership Alliance (NDLA) to urge rejection of arbitrary, across-the-board cuts to Medicaid and transitioning the program's culture to emphasize lower cost home and community-based services and supports.
Joined with others in the CCD in writing to the "Super Committee" emphasizing that changes to Medicaid, Medicare, Social Security, Supplemental Security Income and veterans' disability compensation and pension benefits must not result in service obstacles, benefit cuts or eligibility restrictions, whether directly or indirectly.
Joined with others in Families USA coalition on two letters to the "Super Committee." One was focused on protecting the Affordable Care Act from deficit reduction cuts and other discussed the impacts of possible Medicaid cuts on beneficiaries, there families, providers and states.
Joined with others in the MapRx coalition in writing to the Super Committee to protect the effective Medicare prescription drug benefit (Part D) from federal spending cuts to reduce the deficit.
Served on Steering Committee to organize the "My Medicaid Rally" involving constituents from more than 90 patient/consumer organizations to speak out on Capitol Hill and with policymakers against reducing the deficit on the backs of Medicaid recipients.
Joined on a letter with the Center for Budget and Policy Priorities that was sent to all members of Congress to oppose a balanced budget constitutional amendment, arguing that it would damage the economy, not strengthen it.

Have continued to advocate against the repeal of the 2010 Affordable Care Act. Have met with Congressional staff and signed letters of support for the ACA and full enactment of its various provisions.
Participated in discussion with DHHS of data development on health disparities and capturing information on people with disabilities as a disparity population criteria.
Continued to reinforce with the DHHS Secretary and the Quality Measures Workgroup of the Health Information Technology Policy Committee better ways to address the health care needs of people with disabilities within the new clinical quality measures to be developed to leverage the evolving health IT infrastructure and decrease disability health disparities.
Supported HR 1862 the National Regenerative Medicine Strategy legislation.
Supported HR 2376 the Stem Cell Research Advancement Act.
Participated in meetings of FDA-sponsored MDUFA III Stakeholders Group.
Endorsed group letter to FDA Center for Devices and Radiological Health to comment on the Institute of Medicine (IOM) report on "Medical Devices and the Public Health" and recommend ways to strengthen the 510 (k) new device review process.

Met with senior HHS officials, members and staff of the House and Senate to talk about the future of the Community Living Assistance and Supports Act (CLASS Act) insurance program, as well as implementation of other health reform act programs.
Discussed the CHAMPVA Childrens Protection Act of 2011 (H.R. 115). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs [VA]).
Joined with other CCD members to express comments to Institute of Medicine (IOM) task force charged with making recommendations on the "essential benefits" to be included in the standard package of benefits for insurance policies to be offered by the insurance exchanges under the Affordable Care Act. Co-hosted a congressional staff briefing on rehabilitation and habilitation as components of the "essential benefits."
Urged members of Congress to support full funding for Social Security Administration to ensure continuing progress at reducing the growing backlog of disability determination hearings around the country.
Testified before the House Committee on Veterans Affairs regarding the need to improve employment opportunities for veterans with significant disabilities. The written testimony covered issues relating to the Workforce Investment Act, Social Security, vocational rehabilitation, and attitudinal barriers to the employment of people with disabilities.
Endorsed the importance of Social Security for veterans and their families through the booklet, Social Security: Serving Those Who Serve Our Nation.

Participated in meetings with CMS concerning round one and the upcoming round two of the Medicare DME Competitive Bidding program.
Worked on draft legislation that would create a separate category for complex rehabilitative technology under Medicare.
Supported a House bill sponsored by Representatives Glenn Thompson and Jason Altmire to end the Medicare competitive bidding program for home medical equipment and services (HME) in view of its serious flaws and its impact on patients access to medically required home medical equipment and services.
Participated with GAO in discussions on state interests in Medicaid managed care models.
Supported Senate bill introduced by Senators Cardin and Collins to amend title XVIII of the Social Security Act to repeal the Medicare outpatient rehabilitation therapy caps.
Supported a House bill introduced by Representatives Thornberry and Carnahan to in the House and amend title XVIII of the Social Security Act to permit coverage of certain covered part D drugs for uses that are determined to be for medically accepted indications based upon clinical evidence in peer reviewed medical literature
Urged Congress to ensure stable Medicaid and CHIP coverage, per provisions in the Affordable Care Act, by requiring states to hold steady on Medicaid and CHIP eligibility until 2014 for adults and 2019 for children. To date, these stability protections have worked exactly as intended, preventing states from reducing Medicaid and CHIP eligibility and adding red-tape barriers to enrollment just when people need help the most.
Discussed possible solutions for improving access to Medicaid for military families who have children with disabilities.
Met with the White House staff and House and Senate staff to discuss the Maintenance of Effort (MOE) and proposed blended rate formula under Medicaid.
Met with staff of the Joint Select Committee "Super Committee" members to talk about Medicaid and Medicare concerns.
Signed on to three letters with other members of the Independence Through Enhancement of Medicare and Medicaid (ITEM) Coalition. Two went to CMS concerning respectively the Summary of Benefits and Coverage procedures glossary and Round 2 of Medicare DMEPOS competitive bidding. The third letter went to Members of Congress in support of HR 1958, the Medicare Orthotics and Prosthetics Improvement Act of 2011.

Supported the Veterans Opportunity to Work Act (H.R. 2433). This legislation would help to ensure that veterans receive the training, transition, and placement assistance they need to allow them to gain meaningful employment opportunities.
Supported the Helping Our Homeless Heroes Act (H.R. 2559). This legislation would make improvements to Department of Veterans Affairs (VA) programs that assist homeless veterans and their families.
Supported the CAL Undiagnosed Diseases Research and Collaboration Network Act of 2011 (H.R. 2671). This legislation would help to track undiagnosed diseases and facilitate collaboration between physicians, researchers, and government agencies by creating a patient registry to be maintained by the National Institutes of Health.
Supported the Veterans Dog Training Therapy Act (H.R. 198). This legislation would direct the VA Secretary to carry out a pilot program for assessing the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder symptoms through a therapeutic medium of service dog training and handling for veterans with disabilities. Discussed the Hiring Heroes Act of 2011 (S. 951) and the need to ensure that there are platforms for the development of internship opportunities for wounded warriors with private employers.
Urged Congress to address the treatment of our nations veterans by some for-profit educational institutions. This includes whether the 90/10 rule should be amended.
Supported the Helping our Homeless Veterans Act (S. 411/H.R. 1133). This legislation would allow changes to the U.S.
Department of Housing and Urban Development and the U.S. Department of Veterans Affairs Supported Housing (HUD-VASH) program to ensure that homeless veterans receive more effective case management services.
Supported the Veterans Traumatic Brain Injury Rehabilitative Services Improvements Act of 2011 (S. 957). This legislation would help to ensure that veterans with traumatic brain injuries receive the critical rehabilitation services needed to allow them to maximize their independence.
Supported the Housing, Employment, and Living Programs (HELP) for Veterans Act of 2011 (H.R. 117). This legislation includes provisions that would not only reform the VAs Special Home Adaptation grant program to allow veterans who meet the nationally accepted standard of legal blindness to receive assistance with critical home modification, but also increase the amount of grant funding available for this program and the Specially Adapted Housing grant program.
Supported the Andrew Connolly Veterans Housing Act (H.R. 1671). This legislation would extend until December 31, 2016, the authority of the VA Secretary to provide adaptive housing assistance under the Temporary Residence Adaptation grant program to veterans with disabilities who are temporarily residing with family members.
Supported legislation establishing an Injured and Amputee Veterans Bill of Rights (H.R. 805). This legislation directs the VA Secretary to ensure that an Injured and Amputee Veterans Bill of Rights is printed on signage in accessible formats and displayed prominently and conspicuously in each VA prosthetics and orthotics clinic. It also requires VA employees who work at such clinics, as well as patient advocates of veterans who receive care there, to receive training on the Bill of Rights and directs the Secretary to conduct outreach to inform veterans about it.
Supported the Veterans Equal Treatment for Service Dogs Act (VETS Dogs Act) (H.R. 1154/S. 769). The VETS Dogs Act states that the VA Secretary may not prohibit the use of service dogs in VA facilities or on VA property.
Discussed the CHAMPVA Childrens Protection Act of 2011 (H.R. 115/S. 490). This legislation increases from 23 to 26 the maximum age of eligibility for certain dependent children of veterans for medical care under CHAMPVA (the Civilian Health and Medical Program of the Department of Veterans Affairs [VA]).
Urged Congress to expand the extended caregivers program authorized by the Caregivers and Veterans Omnibus Health Services Act (P.L. 111-163) to include all veterans who are eligible for VA health care and meet certain needs-based criteria.

Supported reintroduction in the 112th Congress of the Achieving a Better Life Experience Act of 2009 (ABLE Act). This legislation will allow individuals with disabilities to have access to the same type of savings instruments that other Americans use through the use of 401K, IRA and College Savings Account Families could establish savings accounts for specified education, medical and community-based services, including housing, transportation, employment training, and supports without jeopardizing other benefits vital to beneficiaries.

Submitted testimony for the record to the Senate Health, Education, Labor, and Pensions Committee. The written testimony covered issues relating to the Workforce Investment Act, Social Security, vocational rehabilitation, and attitudinal barriers to the employment of people with disabilities.
Participated in discussions regarding the Senate HELP Committee's discussion draft for the Workforce Investment Act (WIA) reauthorization. Submitted written comments to the Committee on the draft.
Wrote to the President as part of the NDLA urge that his soon-to-be-proposed Jobs Act focus attention on the alarmingly high rate of unemployment among employable people with disabilities. It also called for heightened enforcement of the rules implementing Section 503 of the Rehabilitation Act, which requires employers with federal contracts or subcontracts exceeding $10,000 to hire, retain, and promote individuals with disabilities and refrain from discrimination in employment of such individuals.
