H.R. 200 - Helping Families Save their Homes in Bankruptcy Act of 2009 - Excludes from computation of debts the secured or unsecured portions of: (1) debts secured by the debtor's principal residence if the current value of that residence is less than the secured debt limit.
H.R. 1106 - Helping Families Save Their Homes Act of 2009 - Amends federal bankruptcy law governing a Chapter 13 debtor (adjustment of debts of an individual with regular income) to exclude from the computation of debts the secured or unsecured portions of: (1) debts secured by the debtor's principal residence if the value of the residence is less than the applicable maximum amount of noncontingent, liquidated, secured debts; or (2) debts secured or formerly secured by the debtor's principal residence that was either sold in foreclosure or surrendered to the creditor if the property's value was less than the applicable maximum amount of noncontingent, liquidated, secured debts.

H.R. 1728 - To amend the Truth in Lending Act to reform consumer mortgage practices and provide accountability for such practices, to provide certain minimum standards for consumer mortgage loans, and for other purposes.
H.R. 1479 - To enhance the availability of capital, credit, and other banking and financial services for all citizens and communities, to ensure that community reinvestment requirements are updated to account for changes in the financial industry and that reinvestment requirements keep pace as banks, securities firms, and other financial service providers become affiliates as a result of the enactment of the Gramm-Leach-Bliley Act, and for other purposes.
H.R. 2483 - Increasing Homeownership Opportunities Act - Amends the Federal Home Loan Mortgage Corporation Act and the Federal National Mortgage Association Charter Act to increase limitations on the maximum original principal obligation of mortgages that may purchased by the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation Association (Freddie Mac).
H.R. 3126 - Consumer Financial Protection Agency Act of 2009 - Establishes the Consumer Financial Protection Agency as an independent executive agency to regulate the provision of consumer financial products or services (products or services).
H.R. 3288 - Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2010 - Includes language to expand current GSE & FHA Loan Limits through Fiscal Year 2010.
H.R. 4173 - Wall Street Reform and Consumer Protection Act - Creates a Consumer Financial Protection Agency (CFPA) to monitor any consumer financial products, creates the Federal Insurance Office (FIO) to advise Treasury on major domestic and international insurance policy issues, requires new appraisal rules no later than 60 days after the bill is enacted and would sunset the HVCC, creates a council of federal regulators to oversee the financial system for companies that pose a systemic risk, attempts to make some regulatory simplification, but does not eliminate all the different regulatory bodies.
S. 365 - Nationwide Mortgage Fraud Task Force Act of 2009 - Establishes in the Department of Justice (DOJ) a Nationwide Mortgage Fraud Task Force to: (1) establish branches in the 10 states with the highest concentration of mortgage fraud; (2) establish coordinating entities, and solicit the voluntary participation of federal, state, and local law enforcement and prosecutorial agencies, to organize initiatives to address mortgage fraud; (3) train such agencies; (4) collect and disseminate mortgage fraud data; and (5) perform other related functions.

H.R. 37 - Systematic Foreclosure Prevention and Mortgage Modification Act - Directs the Chairperson of the Federal Deposit Insurance Corporation (FDIC) to establish a systematic foreclosure prevention and mortgage modification program by: (1) paying mortgage servicers $1,000 to cover expenses for each loan modified according to specified standards; and (2) sharing up to 50% of any losses incurred if a modified loan should subsequently re-default.
H.R. 587 - Increases the loan limits during calendar 2009 for: (1) the Federal Housing Administration (FHA) single family housing mortgage insurance programs and the reverse mortgage program; and (2) the conforming loan limits for Fannie Mae and Freddie Mac during 2009. Declares that, if the dollar amount limitation on the principal obligation of a mortgage for which the mortgagee issues credit approval during 2009 for any size residence for any area is less than the dollar amount limitation in effect for 2008 under the Economic Stimulus Act of 2008, the maximum dollar amount limitation on the principal obligation of such a mortgage shall be considered to be the dollar amount limitation in effect for 2008.
H.R. 600 - FHA Seller-Financed Downpayment Reform Act of 2009 - Amends the National Housing Act to make exceptions to the prohibition against mortgage insurance for mortgages involving a downpayment using funds furnished by: (1) the seller or any party that benefits financially from the transaction (seller-financed downpayment); or (2) any third party that is reimbursed by the seller or any such party.
H.R. 788 - Shields a servicer of pooled residential mortgages acting in compliance with certain fiduciary duties under the Truth in Lending Act from liability for entering into a loan modification or workout plan in connection with any such mortgages initiated before January 1, 2012. Specifies that such servicers shall not be liable to: (1) any person based on that person's ownership of a residential mortgage loan or any interest in a pool of residential mortgage loans or in securities that distribute payments out of payments in loans on the pool; (2) any person obligated pursuant to a derivatives instrument to make payments determined in reference to any such loans or interest; or (3) any person that insures any such loans or interest under federal, state, or local law.
H.R. 2483 - To permanently increase the conforming loan limits for the Federal Home Loan Mortgage Corporation and the Federal National Mortgage Association and the FHA maximum mortgage amount limitations.
H.R.3044 - Imposes an 18-month moratorium on the Home Valuation Code of Conduct.
H.R. 3146 - 21st Century FHA Housing Act of 2009 - Amends the National Housing Act to give FHA the ability to expand their staff and upgrade their technology, target reviews of loan performance to better protect the financial health of the program, and provide the HUD Secretary with authority to implement new programs to minimize foreclosures, which may include short sales and deeds-in-lieu. It also fixes technical errors from the Housing and Economic Recovery Act that passed in 2008, including streamlining condominium purchases and implementing the new dollar limit on energy efficient mortgages.
C.A.R. lobbied against the FHA instiuting new appraisal rules based off of the Housing Valuation Code of Conduct.
C.A.R. lobbied to repeal the FHA 90-day flipping rule as it was pushing many FHA buyers out of financing for available homes that had been purchased, reparied, and put back on the market.

H.R 83 - Homeowners Insurance Protection Act of 2009 - Authorizes the Secretary to make homeowners protection coverage available through contracts for reinsurance coverage. Restricts purchase of such coverage to eligible state programs. Prescribes criteria for state eligibility.
H.R. 1264 - To amend the National Flood Insurance Act of 1968 to provide for the national flood insurance program to make available multiperil coverage for damage resulting from windstorms or floods, and for other purposes.
H.R. 3139 - National Flood Insurance Program Extension Act of 2009 - Amends the National Flood Insurance Act of 1968 to extend the national flood insurance program from September 30, 2008, through March 31, 2010.
H.R. 3200 - America's Affordable Health Choices Act of 2009 - Sets forth provisions governing health insurance plans and issuers, including: (1) exempting grandfathered health insurance coverage from requirements of this Act; (2) prohibiting preexisting condition exclusions; (3) providing for guaranteed coverage to all individuals and employers and automatic renewal of coverage; (4) prohibiting premium variances, except for reasons of age, area, or family enrollment; and (5) prohibiting rescission of health insurance coverage without clear and convincing evidence of fraud. Also deals with small business incentives and exemptions for healthcare coverage of employees.

H.R. 498 - Capital Gains and Estate Tax Relief Act of 2009 - Makes permanent the reduction in capital gains tax rates (from 20 to 15%) enacted by the Jobs and Growth Tax Relief and Reconciliation Act of 2003.
H.R. 436 - Certain Estate Tax Relief Act of 2009 - Restores the tax on estates and generation-skipping transfers and the step-up in basis provisions for property acquired from a decedent, previously repealed by the Economic Growth and Tax Relief Reconciliation Act of 2001 (EGTRRA). Declares that the sunset provision (general terminating date of December 10, 2010) of EGTRRA shall not apply to title V of such Act ( Estate, Gift, and Generation-Skipping Transfer Tax Provisions).
H.R. 755 - Amends the Internal Revenue Code to allow an individual taxpayer an exclusion from gross income of the gain from the sale or exchange of up to two residences (other than a principal residence) acquired after December 31, 2008, and before January 1, 2012. Limits the amount of such exclusion to $250,000 ($500,000 for married taxpayers filing a joint return). Allows a $500,000 exclusion amount for a surviving spouse who sells a residence within two years of the death of a spouse.
H.R. 1245 - Homebuyer Tax Credit Act of 2009 - Amends the Internal Revenue Code to replace the current tax credit for first-time homebuyers with a one-time credit for 10% of the purchase price of a principal residence, up to $15,000. Requires repayment of credit amounts if the taxpayer sells or fails to occupy the residence within 24 months after the date of purchase.
H.R. 3548 - Worker, Homeownership, and Business Assistance Act of 2009 - Included an extension of the current Homebuyer Tax Credit through April 30, 2010 (plus 60 days to close escrow), increased the income limitation, and expanded the credit to "step-up" buyers. Additionally, special provisions were added to allow greater and longer access to the tax credit for military personnel serving overseas.
H.R.4154 - Permanent Estate Tax Relief For Families, Farmers, and Small Businesses Act of 2009 - Would permanently extend the 2009 exemption and tax rate.
H.R.4213 - Tax Extenders Act of 2009 - One year extension of tax deductions that includes: the standard deduction for state and local property taxes, 15-year leasehold improvements, contributions of capital gain real property for conservation purposes, Brownfield Deduction, and Low-Income Housing Credit. Part of the offset for these tax extensions would be a change to the taxation of carried interest at regular income rates instead of at capital gain rates.
S. 2 - Middle Class Opportunity Act of 2009 - Declares that Congress should enact, and the President should sign, legislation to improve the lives of middle class families and provide them with greater opportunity to achieve the American dream by: providing middle class tax relief while making the tax laws simpler and more reliable.
S. 1678 - Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such tax credit through May 31, 2010; (2) extend through December 31, 2009, the date until which purchases of a principal residence may be treated as made on December 31, 2008, for tax purposes; and (3) extend through May 31, 2010, the waiver of recapture requirements for residences purchased after December 31, 2008.
C.A.R. is following and opposing a CBO report discussing the possibility of reducing the mortgage interest deduction (MID) from the present $1.1 million cap to $500,000, replacing the MID with a flat tax credit that is 15% of mortgage interest paid, and/or eliminating the deduction for all state and local taxes, including property taxes.

H.R. 1778 - To provide for the establishment of national energy and environmental building retrofit policies for both residential and commercial buildings, and for other purposes.
H.R. 2454 - American Clean Energy and Security Act of 2009 - Lobbied on behalf of removing any point-of-sale requirements as well and any mandatory retrofits. H.R. 2454 provides financial incentives, such as grants, loans, loan guarantees, and/or mortgage interest rate buy-downs, for property owners who voluntarily make energy efficiency improvements, creates a national building code standard that states will have to adopt or the federal government will set and enforce the states building codes.

H.R.2756 - To amend the Internal Revenue Code of 1986 to allow eligible veterans to use qualified veterans mortgage bonds to refinance home loans, and for other purposes.
C.A.R. is lobbying the VA to allow VA home loan fees to be negotiable by the seller and the buyer instead of the current set standards in order to allow more flexability for a deploying solider who may not have the time to work through the intricate details that a VA loan currently requires.
