Support funding for economic development of Dayton, Ohio, region; support Congressionally directed funding in the Fiscal Year 2023 Military Construction-Veterans Affairs Appropriations Bill for planning and design for the Human Performance Wing Laboratory, Bionanotronics Research Center Laboratory, and Acquisition Management Complex Phase V at Wright-Patterson Air Force Base; urge the administration to include additional MILCON funding at Wright-Patterson Air Force Base and Springfield Air National Guard Base in future budget requests; urge the Defense Department to allocate $4.7 million through the Energy Resilience and Conservation Investment Program (ERCIP) to construct a microgrid at the Springfield-Beckley Municipal Airport, a project authorized in the fiscal year 2022 National Defense Authorization Bill; support an amendment to the statutory requirement that military departments keep a basing decision scorecard on military family readiness issues to ensure greater transparency, opportunity for public comment, and coordination among the military departments; support appropriations for activities authorized in Creating Helpful Incentives to Produce Semiconductors (CHIPS) for America (commonly referred to as the CHIPS for America Act; support an amendment to Title 10 of the U.S. Code to allow the Provost and Academic Dean of the Air Force Institute of Technology (AFIT) to serve more than five years; support steps to allow Foreign Military Sales (FMS) Administrative Surcharge funds to be used for new construction at Wright-Patterson Air Force Base; support an amendment to section 2805 of Title 10 of the U.S. Code to increase the ceiling for defense laboratory minor construction from $6 million to $12 million and make the authority permanent; support enactment of a sense-of-Congress provision establishing a target for funding Military Construction (MILCON) supporting Research, Development, Test & Evaluation (RDT&E) as 5 percent of the total MILCON budget for each military service; support funding and operation of the Air Force Minority Leaders Research Collaboration Program (ML-RCP) by the Air Force Research Laboratory (AFRL); support enactment of legislation increasing the number of slots authorized for critical research and technology positions in the defense laboratories under Enhanced Pay Authority from five to ten per military department; support the creation of a National Space Intelligence Center (NSIC) at Wright-Patterson Air Force Base as a Field Operating Agency (FOA); urge the Department of Veterans Affairs to create and fill additional FTE positions under the National VA History Center
