HR 3829 / S.2167 - Energizing American Shipbuilding Act - Continued discussions regarding provisions in the legislation as well as efforts to get the provision included in the 2021 FY NDAA.

HR 3409 / S.2297 - Coast Guard Reauthorization Act - Continued discussions with staff regarding provisions within the bill impacting mariners, and efforts to get the provision included in the 2021 FY NDAA.

No House Companion / S. 3930 - Maritime Administration Authorization and Improvement Act - Discussions with staff and advocacy in support of the bill being added to the 2021 FY NDAA.

HR 6395/ S. 4049 - William M. (Mac) Thornberry National Defense Authorization Act for FY 2021 - Advocacy in support of the Maritime Security Program and other maritime related programs that may appear in the bill prior to first drafts being released.

HR 6800 / No Senate Companion - The Heroes Act - Discussions with staff and advocacy in support of Maritime Security Program COVID 19 relief provisions.

HR 7464 / No Senate Companion - Bill to Amend Title 46 USC to direct the Secretary of Transportation to establish a merchant mariner education loan program - Discussions with staff regarding provisions in the draft bill before introduction.

HR 7515 / No Senate Companion - Bill to Amend Title 46 USC to authorize maritime transportation emergency relief - Discussions with staff regarding the provisions in the bill, and advocacy efforts to get it included in the 2021 FY NDAA.

HR 7608 / SENATE DRAFT - Department of State, Foreign Operations and Related Programs Appropriations Act of 2021 - Discussions with staff regarding USAID and Food for Peace program funding during drafting of the bill before introduction.

HR 7616 / SENATE DRAFT - Transportation, Housing and Urban Development Appropriations Act of 2021 - Discussions with staff regarding Maritime Security Program and COVID 19 relief funding, as well as other maritime related funding during drafting of the bill before introduction.

HR 7617 / SENATE DRAFT - Department of Defense Appropriations Act of 2021 - Discussions with Appropriations staff regarding maritime related issues during the drafting of the bill before introduction.

Legislative Initiatives and General Issue Areas:

COVID-19 Issues Relating to the Maritime Industry - On-going discussions with multiple members, staff and committee staff regarding the impact of the current pandemic on the maritime industry and mariners. This includes issues with crew relief, credential expiration, potential MSP program waivers and emergency appropriations, cargo preference expansion, and regulatory issues.

Private Ferry System COVID-19 Relief - Discussions with staff about on-going issues with New York City private ferry operators and the difficulties they are having in maintaining service during the pandemic.

Opposition to Foreign Dredging Proposals - Discussion with staff regarding on-going attempts to amend the Dredging Act and other domestic maritime legislation to allow for foreign vessel operators to enter the US domestic trades.

Jones Act - On-going discussions with staff about support for the Jones Act, including opposition to the latest round of Hawaii based anti-Jones Act legislation and proposals for limitations on administrative waivers.

Maritime Security Program full funding for FY 21-23 - Discussions and advocacy to ensure MSP is funded at levels sufficient to maintain the fleet, including increases in authorization and appropriation in future years between FY 21 and FY 23. Includes asking both House and Senate offices to sign annual Dear Colleague letter requesting full funding for MSP.

Tanker Security Program - Discussions with staff regarding potential language for a future tanker program.

Cargo Preference - On-going discussions and preparation of Congressional testimony in regards to increasing the percentages of cargo reserved under cargo preference programs to the U.S.-Flag fleet.

Maritime regulatory issues - Discussions with staff over regulatory reform issues, particularly those that impact U.S.-Flag carriers but are not present in the foreign sailing international fleet.
