Generally supported federal programs and policies that encourage production, blending, and use of renewable fuels in the residential and commercial heating sector, including the Renewable Fuels Standard (RFS). Urged the USDA to increase the 2022 RFS renewable volume obligation for advanced biofuels and expand pathways for biomass to allow greater feedstock availability in the RFS. Advocated general support for increased oil and refined petroleum production in response to Russia's invasion of Ukraine, including use of the Defense Production Act in support of both conventional, renewable, and alternative fuel production. Supported the Renewable Fuel Infrastructure Investment and Market Expansion Act (S.227 and H.R.1542) and version of this bill included in the Build Back Better Act (Section 12006 of H.R.5376) and the Lower Food & Fuel Costs Act (Section 401 of H.R.7606). Requested a waiver from reid vapor pressure (RVP) requirements pursuant to 42 U.S.C. 7545(c)(4)(C)(ii) in response to market disruptions caused by Russia's invasion of Ukraine. Opposed the Consumer Fuel Price Gouging Prevention Act (H.R.7688). Expressed concern regarding a report the administration planned to use authority under 42 USC 6250b to release product from the Northeast Home Heating Oil Reserve.

This includes a new proposal to create a $500 million emergency fund for LIHEAP separate from annual formula funding. Supported the Commodity Futures Trading Commission (CFTC) budget request of $365 million for Fiscal Year 2023.

Advocated for issuance of a Jones Act waiver pursuant to 46 USC 501 to help facilitate shipments of energy commodities between ports in the eastern United States in response to disruptions in global shipments resulting from Russia's invasion of Ukraine. Supported requests from Northeast and Mid-Atlantic governors for issuance of a federal emergency declaration in response to inclement weather and the ongoing commercial driver shortage pursuant to 42 U.S.C. 5191, thereby allowing the Federal Motor Carrier Safety Administration (FMCSA) to issue regulatory relief under 49 CFR 390.23. Supported amendments 1 and 5 to the Marijuana Opportunity Reinvestment & Expungement Act (H.R.3617), which would establish methods to test driver marijuana impairment. Supported the TSA Security Threat Assessment Application Modernization Act (H.R.6571, S.4298). Opposed a draft proposal at the PHMSA to increase hazardous materials registration fees.

Also advocated for these priorities in relation to a draft Senate version of H.R.5376). Supported the Biodiesel Tax Credit Extension Act (S.1806 and H.R.3472). Urged fairness and fuel neutral and technology neutral approaches to clean energy tax incentives generally.
