The IBEW continued to lobby the House and Senate in support of the Employee Free Choice Act (S. 560 and H.R. 1409), legislation that provides for certification of a union whenever a majority of workers have signed authorization cards; facilitates the use of mediation and binding arbitration for first-time contracts if labor and management cannot reach agreement within 60 days of certification; and establishes penalties against employers who violate workers rights to organize.

The IBEW continued to lobby the House and Senate in support of legislation designed to significantly limit an employers ability to deliberately misclassify workers as independent contractors. Unscrupulous employers who wrongfully misclassify employees deprive workers of legitimate protections under federal and state labor laws and cost those same governments billions of dollars in revenue each year. The IBEW supported the Taxpayers Responsibility, Accountability and Consistency Act in the 110th Congress.

The IBEW lobbied the House of Representatives in opposition to an amendment to the Water Quality Investment Act of 2009 (H.R. 1262) that would have removed Davis-Bacon Act provisions contained in the legislation. The Davis-Bacon Act requires construction contractors whose projects receive federal funds to pay no less than prevailing wages and benefits to their employees. The amendment failed 140-284 (House Roll Call Vote 122).

The IBEW met with the staff of Representative Dennis Kucinich to discuss the hazards of Radio Frequency Radiation (RFR). Increasingly, powerful radio and cell phone antennas are being hidden behind building facades. Employees working near them are frequently unaware of their presence and are unwittingly exposed to the hazards of RFR.

The IBEW met with Majority Staff on the House Energy and Commerce Committee to discuss climate change legislation generally and The American Clean Energy and Security Act of 2009 (Waxman-Markey discussion draft) specifically. Although it has not yet been introduced, the Waxman-Markey draft is comprehensive energy legislation designed to reduce global warming. The IBEW supports reasonable and balanced measures to combat global warming.
However, the IBEW opposes extreme measures that would undermine economic growth, harm workers in every industry, or place United States business and industry at a competitive disadvantage with other nations.
The IBEW and Utility Workers Union of America (UWUA) sent a joint letter to House and Senate committee chairs whose committees have jurisdiction over energy and climate change legislation, requesting 100% allocation of carbon credits should a cap-and-trade program become law. An allocation (vs. auction) scheme, much like that in the successful Clean Air Act acid rain program, would ease the impact of climate change mitigation on consumers and minimize the disruption to the economy and workers.

The IBEW lobbied the House and Senate in support of full funding for the DDG 1000 Zumwalt Class Destroyer as contained in the FY09 Defense Appropriations Bill (H.R. 1105). The DDG-1000 program is vital to the health of the surface combatant industrial base. Any gap in production caused by a delay in procurement will lead to the potential loss of the skilled workforce America relies on to build its naval fleet.

The IBEW wrote President Obama requesting his consideration of Anthony J. "Tony" Zagami for the position of Public Printer at the Government Printing Office. Mr. Zagami's history of service, record of integrity, and reputation for fairness makes him uniquely qualified to head the agency charged with producing information generated by the federal government.

The IBEW lobbied the Federal Workplace, Postal Service and DC sub-committee in support of our members employed at the Bureau of Engravers. Managers at the Bureau are attempting to implement a two-tier pay system that would result in the need for fewer union electricians to maintain the printing equipment on site.
