Hosted a fly-in to Washington, DC where members met with members of Congress and staff to discuss the bills listed below.
Opposed H.R. 1315, The RFS Reform Act, which amends the RFS to eliminate the conventional ethanol requirement, sets a 10% cap on the amount of ethanol that can be blended into gasoline and reduces the total amount of renewable fuel required to be blended between 2017 and 2022.
Opposed H.R. 777, a bill to reverse EPAs approval of E15 and require more unnecessary testing for higher ethanol blends.
Opposed H.R. 119, the LEVEL Act (Leave Ethanol Volumes at Existing Levels Act), a bill to repeal Renewable Fuel Standard II, keeping RFS I volumes intact.
Opposed H.R. 776, a bill that requires the Environmental Protection Agency (EPA) to limit the total volume of cellulosic biofuel in transportation fuel under the renewable fuel standard to what is commercially available until the EPA submits to Congress a comprehensive study on cellulosic biofuel and the environmental and economic impacts of producing such fuel.
Submitted comments to EPA's Regulatory Reform Task Force on the Regulatory Reform public comment period. ACE urged EPA to allow RVP relief to E15 and higher ethanol blends, update the lifecycle analysis of corn ethanol, modify the interpretation of Section 211(f) of the CAA which limits the concentration of ethanol in fuel blends without cause, streamline the approval process for high-octane fuels such as E25-E40, adjust fuel economy (CAFE) compliance to allow flex fuel vehicles to utilize the same incentives provided to other alternative fuel vehicles, and discontinue the use of the MOVES2014 emissions model until a new emissions study based on real-world test fuels and methods is conducted.
