Fixing areas of policies, rules and regulations around how non-commercial FM radio stations are grant funded through various areas of the "shadow government" against how U.S. Small Business Administration classifies these broadcasters. There are massive imbalances of grant funding appropriations for present day needs with this side of the industry as it pertains to failures of the Telecommunications Act of 1934 in SEC. 393. [47 U.S.C. 393] CRITERIA FOR APPROVAL AND EXPENDITURES BY SECRETARY OF COMMERCE. (c) Of the sums appropriated pursuant to section 391 for any fiscal year, a substantial amount shall be available for the expansion and development of noncommercial radio broadcast station facilities.
